FACILITIES AND EQUIPMENT MANAGER
Summary You will serve as a FACILITIES AND EQUIPMENT MANAGER in the Logistics Directorate (N4), Facilities Management Division (N42) of MILITARY SEALIFT COMMAND. Responsibilities You will plan, direct, and coordinate the activities of a geographically-dispersed civilian and contracted workforce. You will coordinate and integrate contractor work schedules and processes with work of subordinates or others. You will track progress and quality of performance; arrange for subordinates to conduct any required inspections; and decide on acceptability, rejection, or correction of work products or services. You will review projects, studies and other material requiring concurrence or approval for completeness of technical detail and conformance to established policies. You will be the lead for the MSC Enterprise Facilities Management Program providing daily upkeep, such as, maintenance, repair, and modernization support services for MSC facilities worldwide. You will represent the MSC Logistics Director in establishing inter-service support agreements with Navy and DoD agencies for life cycle facilities management, ensuring alignment with MSC mission objectives. You will serve as the facilities project manager responsible for establishing plan of actions and milestones, economic analyses, cost/benefits analyses, for work being projected or performed. You will coordinate work between host NAVFAC organizations and MSC tenant activities to minimize delays that could result in excessive costs to the government. You will manage and monitor existing support agreements, ensuring timely delivery of services, identifying renewal requirements, and overseeing annual funding allocations. You will provide verbal/written reports and program performance to management, as required. Requirements Conditions of Employment Qualifications To qualify for the FACILITIES AND EQUIPMENT MANAGER, GS-1601-14, your resume must demonstrate at least one full year (52 weeks) of specialized experience equivalent to the level of difficulty and responsibility to that of the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a wide range of program policies, concepts, practices and principles of facilities management including equipment and service operations to analyze and develop recommendations for improvement in program operations and objectives. Experience utilizing federal regulations and policies governing facilities management while managing large-scale facilities and equipment operations. Experience identifying and implementing innovative solutions to complex challenges with resource-constrained organizations like NAVFAC and ensuring timely resolutions, outcomes, etc. Experience planning, budgeting, and executing facility maintenance and capital improvement projects ensuring alignment with organizational goals. Experience demonstrating strong customer service skills when building partnerships, collaborating and negotiating with internal and external commands to align operations with mission objectives. Experience leading and supervising a civilian and contracted workforce, fostering a collaborative environment and establishing work schedules, deadlines, and standards of acceptable work and performance.
