NOTE: Incumbent will be placed at a level equal to the experience demonstrated by NF-04/4C Contact Specialist I or NF-04/4D Contract Specialist II. Incumbent selected at the lower level may progress non-competitively to a Facility Contract Specialist II position, NF-04/4D, upon the completion of qualification requirements and training within a 2-year timeframe; advancement is not permitted with less than 1 year in the current position.

Job Summary:Performs duties as Standard level Contracts Specialist under the guidance of one or more the Senior Contract Specialists in support of the planning development advertisement award administration and closeout of construction facilities and architect engineer contracts to meet NEXCOM requirements.

Duties and Responsibilities:

- Contractual Authority: Provides support in exercising delegated contractual authority, operating within authorized limits, to enter into contracts using non-appropriated funds in alignment with the NAFI interests.

- Solicitation Package Support: Assists in the development and assembly of request for quotation (RFQ) and request for proposal (RFP) solicitation packages, ensuring adherence to relevant policies and appropriate formatting for different contracting methods, including sealed bid, negotiated, and simplified acquisitions.

- Negotiation Strategy Assistance: Supports planning of both pre and post-negotiation strategies, coordination with stakeholders, and participates in negotiations to determine contract price and terms. Assists in pre and post-award negotiations, including tracking contract changes or modifications, unsettled change proposals, special agreements, and pricing arrangements. Provides support in the negotiation of changes in price, terms, and conditions, overhead rate agreements due to contract modifications, supplementary agreements, settlements from change orders due to defective specifications, and/or changed site conditions. Assist in the preparation of documentation related to negotiation and pricing actions.

- Contract Budget Monitoring: Collaborates in monitoring and tracking contract budgets and other contract-related administrative actions to ensure financial accountability. Assists in reviewing contractor submittals and certifying completed work for scheduled progress payments. Participates in the compilation of audit-ready contract files and the review of completed official contract files to ensure all contractual requirements are met, with no pending administrative actions remaining, all documents are properly signed, no litigation actions are pending, and the contract is complete in every respect.

- Cradle-to-Grave Support Contribution: Supports Provide support in cradle-to-grave contracting activities, including the review of procurement requests for clarity, adequacy, and completeness. Assists in obtaining necessary pre-solicitation clearances, contributing to the development/recommendation of the most suitable type of contract and incentive structure for use by the contracting officer. Supports solicitation, vendor base development, preconstruction coordination, contracting officers representative (COR) integration, executing contract awards, task orders, and/or exercising modifications or contract options. Assists in monitoring contractor technical performance over the contract's lifespan and coordinating post-performance assessments and warranty follow-up as required. Performs additional general administrative support functions in support of their own or other contract specialist actions, including invoice processing, document review/editing, analysis, and other functions as required.

- Source Selection Support: Collaborates in source selection activities, assisting in the evaluation of contractor past performance, price, experience, and technical ability. Supports the analysis of pricing trends, economic factors, and historical statistical cost data to assess the contractor's costs, pricing, and financial capability to perform the contract requirements.

- Stakeholder Collaboration: Works in conjunction with internal and external stakeholders, such as project managers, engineers, architects, and legal counsel, to ensure effective communication, coordination, and resolution of contract-related issues.

- Contract Compliance Assistance: Assists in issuing cure and/or show-cause notices when the contractor is not in compliance with contract provisions and/or specifications. Provides support in the management of contractor requests for equitable adjustments and adjudication of contractor claims. Assists in developing documents for legal review as required.

- Policy Adherence and Process Improvement Support: Support and adhere to NEXCOM contracting policies and procedures. Provide input and assistance in implementing process improvements as needed.

Other Duties: Perform other related duties as assigned.

Note: The incumbent of this position may be required to file a Financial Disclosure Report (OGE) Form 450, as necessary.

Incumbent may progress non-competitively to a Facility Contract Specialist II position, NF-04/4D, upon the completion of qualification requirements and training within a 2-year timeframe; advancement is not permitted with less than 1 year in the current position.

EXPERIENCE CONSISTING OF THE FOLLOWING:

Level I:

A 4-year Baccalaureate degree in any field

OR

At least 24 semester hours in business disciplines, including accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management.

OR

Current associates in 1102 series positions on January 1, 2000, will be considered to have met the general requirements for this position.

AND SPECIALIZED EXPERIENCE: Two years of progressive contracting experience (government or private sector), which provided the candidate to demonstrate the ability execute a majority of the following: negotiate and award technical or complex purchase requirements; prepare and issue request for proposals; conduct negotiations with offer or; independently prepare appropriate correspondence; knowledge of competitive range determinations; independently evaluate proposals and prepare contract action/contract review board memorandums; present case to award large purchases to contract review board; debrief unsuccessful offeror and/or independently prepare appropriate documentation to provide debriefing information to the unsuccessful offeror.

Level II:

A 4-year Baccalaureate degree in any field

OR

At least 24 semester hours in business disciplines, including accounting, law, business, finance, contracts, purchasing, economics, industrial management, marketing, quantitative methods, organization, and management.

OR

Current associates in 1102 series positions on January 1, 2000, will be considered to have met the general requirements for this position.
