The Facilities Management and Security Team Supervisor provides supervision and direction as a working supervisor to the agency-wide programs of hybrid workplace facilities, project management and design, enterprise physical security controls, and parking and transportation for the Department of Human Services (DHS). This position is responsible for helping develop and maintain the strategic direction and operations of these programs as well as managing human, financial, and other resources throughout the division to ensure critical agency deliverables are met. In addition, this position has a critical role in agency crisis planning, prevention, response, and recovery for business interruption events such as pandemics, shutdowns, strikes, protests, and other manmade/environmental events impacting critical business services. This position is an essential member of the DHS Workplace Enterprise Services Team.
**Responsibilities include but may not be limited to:**
+ **Staff Development and Supervision:**
+ **Supervise and mentor staff to ensure alignment with program goals and professional development. Conduct performance evaluations, coach for success, and provide professional development opportunities.**
+ **Leadership and Management:**
+ **Lead and supervise the operations of the facilities, physical security, parking and transportation, and emergency response and recovery programs. Manage direct reports, including teams in facilities, physical security, and support services. Inspire continuous improvement and create an environment that encourages growth and innovation.**
+ **Project and Program Management:**
+ **Lead the implementation of critical infrastructure projects, ensuring they meet budget, scope, and schedule requirements. Provide formal guidance and structure for the completion of facilities, physical security, and transportation projects.**
+ **Prevention, Response, and Recovery Strategy:**
+ Active **implementation of incident prevention, response, and recovery strategies to ensure continuity** **during** business disruptions.
**Minimum Qualifications**
Demonstrated leadership experience*
*Leadership experience can include:
+ Experience as a supervisor, lead worker, team lead, project lead;
+ Completion of a State of Minnesota leadership program (e.g. ELI, L4);
+ A paid/unpaid position leading a program or chairing a committee (e.g. ERG) - experience must include:
+ 1+ year of experience identifying issues, goals and strategic actions
+ 100+ hours per year time commitment
AND
Four (4) years of specialized professional experience with two or more of the following: facilities operations, hybrid workplace management and design, or physical security. Experience must demonstrate:
+ Strong verbal and written communication skills, with the ability to communicate effectively at all levels of an organization.
+ Emotional intelligence and flexibility in managing relationships and dealing with conflicts or difficult situations.
+ Demonstrated experience managing and leading staff, providing coaching, guidance, and performance evaluations.
+ Demonstrated ability to assess and resolve complex issues involving security, safety, facilities, operations, and risk.
+ Proficient in time management, risk management, performance measurement, and feasibility analysis.
+ Experience with Incident Command System (ICS), Business Continuity Planning (BCP), and Continuity of Operations (COOP)
+ Experience in project and program management.
**Preferred Qualifications**
+ **Experience developing and analyzing performance measures for operations services.**
+ Financial analysis experience.
+ Understanding of applicable federal and state laws and knowledge of the department and its policies are necessary.
+ Familiarity with the policies of the Department of Administration and Minnesota Management and Budget (MMB).
+ Variety of experiences working effectively with others from different backgrounds and cultures.
