FACILITIES MANAGEMENT & SUSTAINMENT ENERGY ICAP MANAGER
Summary You will serve as a FACILITIES MANAGEMENT & SUSTAINMENT ENERGY ICAP MANAGER in the Public Works Business Line of NAVAL FACILITIES ENG SYSTEMS COMMAND PAC. Responsibilities You will interpret, disseminate, and implement Department of Defense (DOD) and DON policies, regulations, and other directives. You will ensure that all products and services are completed in accordance with Navy technical directives and programs, DOD, Navy, State and local regulations and standards. You will support NAVFAC HQ Energy Program Manager in implementation of policy regarding installation management procedures and NA VF AC execution of work to comply with sustainability standards. You will issue directives, correspondence and messages to ensure Facility Management Specialists are aware of the latest energy efficiency and sustainability regulations, standards, criteria and requirements that impact products and services. You will support NAVFAC HQ in development and preparation of reporting requirements and coordinates and tracks metrics for compliance with regional/FEC plans for energy reductions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Working knowledge of facilities management, energy efficiency, facility related control systems (FRCS), maintenance, inspection, planning, acquisition, project/program management and contracting processes. 2) Communicate effectively both orally and in writing. 3) Develop, display and communicate analysis with spreadsheets, Power Point presentations and well written documents. 4) Work with data and data analytics, recognize and analyze problems, conduct research, make rational assessments, summarize results, make appropriate recommendations and present coherent and persuasive recommendations based on sound, defensible rationale. 5) Lead, organize and coordinate special study teams with members from different organizations, commands, and business lines.
