Position Information We are seeking a Facilities Operations Manager responsible for the efficient operation, safety, and functionality of all building systems within the facility. This role entails overseeing daily maintenance, managing vendor relationships, and ensuring that all building operations meet regulatory standards and codes. The Facilities Operations Manager will lead a team of maintenance, grounds and janitorial staff, focusing on preventive maintenance, operational efficiency, and compliance with all Texas state and local regulations. Building Operations and Maintenance: + Manage daily operations for HVAC, electrical, plumbing, and mechanical systems, ensuring optimal performance. Must understand chilled water system operations (>140 tons), AHU, LEFs, Gas fired boilers, and Metasys BMS (preferred). + Knowledge of critical systems in a research facility, labs or green houses, a plus. + Oversee preventive maintenance schedules and implement corrective actions to maintain system reliability. + Respond to maintenance requests and emergencies promptly to minimize downtime and disruption. + Conduct regular inspections to assess conditions, identify issues, and prioritize repairs or upgrades. Groundskeeping: + Develop and implement ground maintenance plans to ensure the aesthetic appeal and safety of campus grounds. + Supervise landscaping activities, including mowing, pruning, and irrigation system maintenance. + Manage pest control measures to protect vegetation and facilities. Regulatory Compliance and Safety: + Ensure compliance with all Texas state and federal regulations, including OSHA standards, fire safety codes, and environmental health requirements. + Maintain a robust safety program, including emergency preparedness, hazardous materials management, and building security measures. + Keep up to date with Texas Department of Licensing and Regulation (TDLR) requirements and ensure that facilities meet all regulatory standards. Team Leadership and Staff Development: + Supervise and train maintenance staff (including techs, grounds and janitorial), fostering a culture of safety, reliability, and quality. + Assign tasks, manage performance, and provide coaching and support to build a high-performing team. + Conduct regular safety and operational training to ensure compliance with all regulations and internal policies. Budget Management and Resource Allocation: + Manage vendor relationships, including contract negotiations, service agreements, and performance evaluations. + Analyze energy usage, equipment performance, and maintenance costs to recommend cost-saving practices and sustainability initiatives. Planning and Project Management: + Coordinate renovation projects, including scheduling, vendor selection & management, plus quality control where necessary. + Oversee minor construction and remodels, working with internal teams and external contractors to maintain project timelines and budget. + Develop long-term facility maintenance plans to support organizational growth and ensure asset longevity. Documentation and Reporting: + Maintain comprehensive records, including maintenance logs, inspection reports, and compliance documentation. + Prepare regular reports on facilities operations, highlighting performance metrics, budget adherence, and key project updates. Other Duties: + Perform other duties as assigned. Required Qualifications: + Bachelor’s degree or equivalent combination of education and experience. + Minimum of 5 years of experience in facilities operations, with at least 2 years in a supervisory or management role. + Strong knowledge of building operations, including HVAC, electrical, plumbing, and life safety systems. + Familiarity with Texas state regulations, including TDLR, OSHA, and local building codes. + Proficient in Computerized Maintenance Management Systems (CMMS), Building Management System (BMS) and Microsoft Office Suite + Teams. + Strong problem-solving skills with the ability to manage complex facilities challenges and coordinate with contractors. + Excellent communication, organizational, and leadership skills. + Ability to work in a fast-paced environment, managing multiple priorities effectively. + Fleet management experience + Ability to multi-task and work cooperatively with others. Preferred Qualifications: + Bachelor’s degree in in Facilities Management, Engineering, Business Administration, or a related field. + Eight years of experience in facilities management or related field in an agricultural or research environment. + Experience working in a research or academic environment. + Texas HVAC License (Class A or B) or Electrical License + Certified Facility Manager (CFM) or Facilities Management Professional (FMP) + EPA Universal Certification + First Aid and CPR Certification Other Requirements: + Ability to lift or move moderate weight objects such as 40 pounds. + Willingness to work in varied conditions, including tight spaces, rooftops, and outdoor areas.
