Facilities Operations Specialist
Summary This position is located in the United States Department of Agriculture (USDA), Agricultural Research Service (ARS), Pacific West Area, Location Support Staff, in Corvallis, OR. In this position, you will plan, direct, and oversee the day-to-day operations of the facility and the maintenance, remodeling, repair, and long-term functionality of the facility, associated buildings, structures, and grounds. Responsibilities Participate in the development and implementation of a comprehensive program of facility, grounds, equipment, appliance, and furnishings inspection, operations management, preventive maintenance, repair, and renovation. Maintain facility records and documentation including drawings specifications, manuals, warranty information, and building modifications. Review cost estimates for materials and labor required and approves as required. Inspect contractual performance of new construction, alterations, and improvements, and certifies approval. Use procurement authority with a purchase card and use the card to make routine purchases, keep records of purchases made, and maintain a purchase card log. Conduct facilities inspections to evaluate the condition of structures, utilities, and equipment. Operate facility programs and services efficiently by assuring compliance with all certification, safety, fire prevention, and security program requirements. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below. Specialized Experience: Specialized experience is experience directly related to the position to be filled and which provided the applicant with the knowledge, skills, and abilities needed to perform the duties of the position. GS-09 Qualifying experience for GS-09 includes one year of specialized experience comparable to GS-07 which is directly related to the work of this position. For this position, specialized experience is defined as, overseeing facilities maintenance, facility security, and inspections; serving as contract representative for contracts dealing with facility maintenance or modifications; and assisting with the preparation and distribution of maintenance safety plans. OR Education: Completion of a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree, or LL.B. or J.D., if related to the position. Related degrees may include Engineering, Business Administration, Industrial Arts, or Property Management. OR A combination of education and specialized experience. GS-11 Specialized Experience: Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position. For this position, specialized experience is defined as, planning, directing, and overseeing a preventive maintenance program; providing cost estimates for the maintenance or repair services for all equipment, systems, and buildings; and serving as contract representative on contracts involving federal real property. OR Education: Completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree, or LL.M., if related to the position. Related degrees may include Engineering, Business Administration, Industrial Arts, or Property Management. OR A combination of education and specialized experience. Physical Demands Work involves tasks and visits throughout the grounds and facilities and requires physical exe1iion (walking, standing, bending, climbing, crawling, and stooping). Activities also involve inspection of current construction sites, land surveying, and performing facility condition surveys. Work requires lifting items weighing less than 50 (for heavier items, a stair climbing dolly is used). Travel is required especially by motor vehicle. Work Environment Work is mostly performed in an office setting but the incumbent routinely visits or performs duties at indoor and outdoor project sites where conditions may vary. Work also takes place in mechanical room, laboratory, greenhouse/head house, and outside/field spaces. Project site conditions may include high risk factors such as extreme temperatures, strong odors or fumes from fuels and chemicals; adverse weather conditions, pesticide exposure, proximity to operating machinery and moving vehicles, electrical shock, small/enclosed spaces, and high noise levels. Incumbent must continually stay alert and take special safety precautions including wearing protective equipment such as sound suppressors, safety glasses or goggles, respirator, gloves, steel toe shoes, hard hat, foul weather gear, and cold weather clothing. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education If education is required or being used to qualify, you must submit a copy of your college transcripts. An unofficial copy is sufficient with the application if it includes your name and the necessary course information; however, if you are selected, official transcripts will be required prior to entering on duty. Education must have been successfully obtained from an accredited school, college or university. If any education was completed at a foreign institute, you must submit with your application evidence that the institute was appropriately accredited by an accrediting body recognized by the U.S. Department of Education as equivalent to U.S. education standards.
