Responsibilities You will serve as the command Facilities Management Specialist. You will perform command facilities liaison responsibilities to contractors, security officer, public services such as the local fire department, local law enforcement agencies. You will control, direct, and implement command physical security policies and procedures. You will develop, interpret, update, and presents command wide training on physical security regulations and requirements. You will be responsible for the smooth day-to-day operation and maintenance of the command's building and assigned grounds. You will provide technical expertise in accountability. control, storage, inventory, protection, and preventive maintenance of tools, equipment, and systems necessary to operate and maintain the facility. You will represent with other organizations and local agencies ensuring the structural, operational, and physical security requirements of the facility are met and policies and procedures are followed. Responsible for the continuous assessment of force protection and physical security objectives and goals. You will liaise to provide training and disseminate information to the staff. You will be responsible for operations of the building and grounds maintenance. You will ensure the facility is in good working order at all times and coordinates and submits work request with the Navy's Public Works Department to ensure the integrity of all building structures. You will identify necessary resources {manpower, time, financial and equipment) and requirements to implement force protection and to maintain operations of the facility. You will maintain the on-line trouble call reporting system to track and resolves building maintenance requirements for the staff. You will determine the appropriate method for addressing maintenance issues, evaluates costs proposals, develops statements of work for contractor bid, and monitors work in progress through to completion Requirements Conditions of Employment Qualifications There is a Basic Requirement to hold a GS-1640 position in the Federal Service. See the "Education" section of this announcement for details. To qualify for the GS-1640-09, in addition to meeting the Basic Requirement, your resume must demonstrate that you have at least one year of specialized experience equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public using knowledge of personnel and physical security and broad technical knowledge of the operating capabilities and maintenance requirements of various kinds of facilities, physical plants, and/or equipment to perform the following: 1) Assisting in implementing a Physical Security Program's day-to-day operations, including the ability to interpret and implement policy originating from higher level authorities. 2) Identifying and assisting in analyzing problems by weighing the accuracy and relevance of information 3) Understanding and interpreting technical material, rules, regulations, and instructions. 4) Overseeing the work of trades persons, utility systems operators, and/or janitorial staff. 5) Ensuring compliance with all certifications, safety, fire prevention, and security program requirements. 6) Processing work orders for the maintenance or modification of facilities. 7) Effectively communicating, orally and in writing with a variety security military, civilian personnel, and/or contractors. 8) Using computer-based software to include Microsoft Office Suite. Education There is a Basic Requirement to hold a 1640 series position in the federal service. You must have: Education: Undergraduate and Graduate Education: Major study -- engineering, industrial arts, property management, or business administration. OR Qualifying specialized experience to include: -Managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. -Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. -Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. OR Have successfully completed two full years of progressively higher-level graduate education leading to a master's degree. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work.
