Facilities Planner (SIOP-2024-21306) :

 

Bowhead is seeking a Facilities Planner to serve as a technical consultant for modernizing SIOP projects at Puget Sound Naval Shipyard, focusing on industrial facilities and infrastructure planning. This role involves supporting the planning, programming, and direction of various program areas throughout the project lifecycle, from initial planning and programming to design and construction. The Facilities Planner will ensure that infrastructure investments align with program and customer needs and project requirements, balancing complex industrial facility requirements with various utilities, environmental concerns, base support needs, and results from special studies. The Facilities Planner will develop maps and manage geodata to support SIOP Program Integration efforts across multi-year sequences of redevelopment at the shipyard.

Responsibilities Project Planning and Programming: Provide technical expertise in the planning and programming of PSNS infrastructure projects, ensuring alignment with strategic objectives and Naval requirements.Technical Consultation: Provide expert advice on the design, layout, and functionality of industrial facilities and infrastructure projects.  Prepare and review draft scope of work documents and other related planning documents.Budget and Schedule Analysis: Conduct detailed budget and schedule analysis to support master planning and programming activities, ensuring projects are delivered within scope, on time, and within budget.Master Planning: Develop and maintain master plans for facilities and infrastructure, incorporating inputs from various stakeholders and addressing long-term needs.Design Oversight: Collaborate with architects, engineers, project managers, environmental specialists, subject matter experts and construction managers to ensure designs meet project specifications and operational requirements.Utilities and Environmental Management: Assess and integrate utilities, environmental considerations, and base support requirements into project plans.Space Utilization: Optimize space utilization across facilities to enhance operational efficiency and support evolving needs.Special Studies: Review and incorporate findings from special studies into project planning and execution.GIS and Scheduling Tools: Utilize GIS tools for spatial analysis and Microsoft Project for project scheduling and tracking.

Key Tasks:

Participate in site assessments and concept development and feasibility studies for proposed projects.Prepare assessments and review project scopes, goals, and deliverables in collaboration with stakeholders.Develop maps, geodata, graphics, and exhibits to support PMO555.Support the preparation and presentation white papers, project proposals, reports, and updates to PSNS leadership and PMO555 management and stakeholders.Support engagement with external consultants, contractors, and regulatory agencies to ensure compliance and project success.Monitor project progress and performance, identifying and addressing potential issues or deviations.Manage project documentation, including plans, schedules, budgets, and correspondence. Qualifications Education: Bachelor’s degree in Civil Engineering, Architecture, Urban Planning, Facilities Management, or a related field. A Master’s degree or professional certification (e.g., PE, RA, AICP, PMP) is preferred.Experience: Minimum of 5 years of experience in facilities planning, industrial facility design, or infrastructure project management, preferably in a naval or defense-related environment.Technical Skills:Experience in military facility planning processes.Experience with ArcGIS tools for data development, management, spatial analysis, and mapping.Strong knowledge of project management & scheduling using Microsoft Project.Analytical Skills: Ability to conduct budget and schedule analysis, and to develop solutions for complex planning and design challenges.Communication Skills: Excellent verbal and written communication skills, with the ability to present technical information clearly to diverse audiences.Interpersonal Skills: Strong team collaboration and leadership skills, with the ability to work effectively with internal and external stakeholders.Attention to Detail: High level of accuracy and attention to detail in project planning, analysis, and documentation.IT Skills: Proficiency in Microsoft Outlook, Word, Excel, PPT, and ProjectProficiency with ArcGIS, AutoCAD or equivalent programsExperience with military facility planning systems is preferred.Knowledge:Understanding of industrial facility requirements, environmental regulations, base support operations, and space utilization principles.Knowledge of DOD, Navy, NAVSEA, CNIC and NAVFAC missions, organizational structures and planning, project development, design, environmental compliance, construction, operations and maintenance processes, especially unique to shipyards.

 

Target salary range is $140,000 to $170,000 commensurate with experience

SECURITY CLEARANCE REQUIREMENTS: Must be able to obtain a security clearance at the Secret level. US Citizenship is a requirement for Secret clearance at this location.
