FACILITIES PROJECT SUPERVISOR
Title: FACILITIES PROJECT SUPERVISOR Location: United States-Virginia-Norfolk Job Number: 250000G9 Job Summary: Supervises a workforce responsible for day-to-day maintenance repairs for all NEXCOM Headquarters locations, and provides technical support for repair/ renovations at NEX stores as required. Manages a maintenance, repair and improvement program for all NEXCOM Headquarters locations, determining maintenance requirements, forecasting equipment/material, manpower needs, etc. Evaluates program effectiveness through inspections, budget controls and management improvement studies. Duties and Responsibilities: - Supervises a team of full-time facility renovation and construction associates. Plans and directs repairs, alterations, and improvements for physical facilities and is involved in renovations as well as new construction. Reviews work performance and monitors labor costs associated with each task. Directs project staff to assure work force understands job requirements, overseeing project renovations and complying with DOD instructions and building codes. - Provides adequate staffing for all areas of responsibility, ensuring that a continuing program of training is accomplished; schedules work; assigns areas of responsibilities; approves leave; evaluates the work performance of subordinate personnel; consults and coordinates with the personnel office and interested managers on matters relating to hiring, transfers, promotions, discipline, grievances and terminations. - Investigates facility conditions to inform future execution of infrastructure projects. Coordinates with planning, design tech, and operations to facilitate well-informed project development and execution. - Evaluates effectiveness of facilities work force including chargeable rates and determines accurate calculations for department accountability. Monitor's department expenses/budgets to ensure operational goals meet business objectives. Responsible for maintenance/repair and/or project records utilizing electronic systems to accurately account for work performance and associated charges. - Supports development of project packages for internal projects as well as NEXCOM Public Private Venture Projects (PPV's) as applicable. Reviews all plan submittals for accuracy, and communicates all requirements to respective clients/partners. Performs constructability reviews on project requirements. - Assists with planning and development of functional and building layouts for proposed project initiatives that include space allocation, equipment, utility requirements such as plumbing, heating ventilation and air conditioning (HVAC), electrical, lighting, refrigeration, details and schedules. - Assists with the development of cost estimates for procurement of materials for renovations and alterations of existing NEXCOM facilities. Works with general managers, lodging directors, maintenance supervisors, and other personnel to understand, refine, and influence projects to deliver cost effective, feasible solutions for workforce execution. - Provides construction/building inspection services for NEXCOM projects. Establishes and maintains liaison with local Base operations including Fire, Safety, Environmental and, NAVFAC Engineering to ensure a seamless continuum of plans, inspections schedules and engineering assistance. - Provides support for the development of statements of work for contract execution. Identifies costs, descriptions, requirements, and schedules necessary to support total project execution, including facilitation between in-house and contractor work. - Provides technical support to NEXCOM store and lodging operations as applicable. Responsible for communicating and coordinating repair/renovation/improvement efforts with respective NEXCOM General Managers and their staff. - Monitors (GSA) program for leased vehicles including scheduled preventive maintenance, repairs, and operating budget. Ensures maintenance and repair requirements are completed, and compliance with safety, fire regulations, and energy conservation measures. - Carries out EEO policies and communicates support of these policies to subordinates. Assures equality in determining qualifications, selections, assignments, training, promotions, details, disciplines and awards to employees. Is responsible for keeping abreast of developments, policy issuances, etc. - Must possess a valid state driver's license. May be required to travel up to 25% of time annually in connection with performing job duties and responsibilities. Performs other related duties as assigned. Works under the general supervision of the Regional/District Facility Manager. Work is performed independently within the framework of program objectives, policies and procedures established by NEXCOM and other authorities. Work is reviewed for regulatory and procedural compliance in terms of overall efficiency in providing facilities support. Qualifications: GENERAL EXPERIENCE: 3 years general experience which provided the applicant with knowledge of general facility renovation/construction/maintenance concepts and installation of operational systems; material procurement and scheduling procedures; personnel scheduling; facilities sustainment practices and procedures including budget and report preparation, and practical experience in trade, craft or maintenance work incorporating operation, renovation, maintenance, and repair of a variety of operating equipment, buildings, utility systems, etc. General experience consisting or routine duties which did not require technical knowledge or judgement is not considered qualifying. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE: 1 year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute may be substituted for 9 months of experience, up to a maximum of a 4 year bachelor's degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE: 3 years of progressively responsible experience which provided a background in the coordination of construction/renovation projects, cost estimating and procurement of construction/renovation project materials; equipment repairs and maintenance records keeping; establishment of scheduled inspections and construction/renovation projects; supervision of human resources; or similar work which demonstrated the knowledge and abilities needed for successful performance.
