The Southeast Louisiana Flood Protection Authority-East (SLFPA-E) operates the regional flood control system and associated facilities in St. Bernard Parish, the east-bank of Orleans Parish, and the east-bank of Jefferson Parish within its control in order to protect lives and property from tidal flooding by natural weather events.
SLFPA-E, Operations Department is directly responsible for the three (3) Permanent Canal Closure and Pumps (PCCP) located along the southern shore of Lake Pontchartrain on London Ave., Orleans Ave., and 17th Street drainage outfall canals in Orleans Parish. The PCCP stations collectively house 17 drainage pumps and 30 Caterpillar, Inc. (CAT) C-175 primary generators along with other ancillary generators, mechanical and electrical equipment required for operation.
The Facility Assistant Maintenance Manager A reports directly to the Southeast Louisiana Flood Protection Authority - East's (SLFPA-E's) unclassified Controls Specialist Manager or classified Facility Maintenance Manager B, depending upon experience of incumbent. The incumbent is responsible for performing all activities related to the safe and efficient operation and maintenance of the Authority's permanent canal closure pump stations (PCCP). The incumbent directly supervises any assigned staff for the PCCPs and especially related to the control system along with general overall maintenance of a particular (assigned) PCCP Station.

Minimum Qualifications
MINIMUM QUALIFICATIONS:
Four years of experience in the building construction trade, building construction, building maintenance, or road or bridge construction or maintenance; OR
Completion of a two-year training program in general building construction, construction technology, or engineering plus two years of experience in the building construction trade, building construction, building maintenance, or road or bridge construction or maintenance; OR
Twelve semester hours in a construction field or engineering plus two years of experience in the building construction trade, building construction, building maintenance, or road or bridge construction or maintenance.

Examples of Work
Responsibilities:
50% Operation and Maintenance
• Serves as assistant pump station operator and shall be responsible for the operation, repair and rehabilitation of all station storm pumping operation equipment and its accessories.
• Performs electric testing of power systems and providing maintenance.
• Provides professional recommendations and design to repair or replace damaged or substandard equipment or infrastructure.
• Assists the outsourcing of specialized services as required to fulfill operation and maintenance responsibilities and needs.
• Assists in preparing periodic and quarterly inspection reports on the PCCPs to develop a repair plan of action that includes schedules and estimated costs.
• Assists in the provision of technical assistance for SLFPA-E construction plans and specifications developed by SLFPAE Engineering Department or consultants.
• Assists in supervising essential personnel during hurricane and flood event activities and post hurricane event activities including the inspection of the PCCP for damages, debris removal, emergency repairs and related activities.
• Assists with the preparation of applications and grants from FEMA, the Governor's Office of Homeland Security and other Federal, State and local entitles.
• Assists the Electrical Specialist Manager with coordination of emergency preparedness and operations during hurricane and major storm events. During an emergency storm event, assumes the role of Assistant Pump Station Operator.
• Performs other tasks and duties as assigned by the Director of Operations or Electrical Specialist Manager.
30% Technical Functions
• Maintains large rotational equipment as well as operating the storm pump and pump accessories through processor type SCADA controls.
• Utilizes system operations using Windows based controls such as Factory Talk.
20% Administrative
• Assists in the preparation of cost estimates, schedules, budgets, reports and other documents as may be required for the planning, coordination and implementation of all PCCP operations and maintenance functions and activities.
• Reviews work order process and the Preventive Maintenance and Asset Management software activity to assure work is properly completed on time and within budget and maintains operation and maintenance records for inspection reports.
• Represents the Director of Operations or Electrical Specialist, when necessary, in meetings and conferences relative to the operation, maintenance and inspection of all aspects of the PCCP hurricane protection.• Assists in preparing Planning and Evaluation System (PES) forms as required for employees supervised based on project needs throughout the year by providing input, documentation and recommendations to the rating supervisor.
• Assists in reviewing accident and incident reports and participate on the Accident Review Committee (ARC).
• Assists in the performance and the professional training, development and advancement of subordinates while under his/her chain of command.
Note: Incumbent is required to perform other duties as necessary, including but not limited to, emergency/disaster support activities by being on 24-hour call. Incumbent is required to report to work and remain there in case of emergency (hurricanes, storms, or other conditions, which could lead to flooding) until such emergency has subsided and employees are released through orders of the Regional Director. Place and remove stop logs during high water emergencies. Make, place and remove sand bags whenever needed. Place and remove barricades and traffic cones.
