Facility Management Specialist Supervisor
*_Executive Office of Housing and Livable Communities (EOHLC) is seeking a Facilities Maintenance Supervisor in the Division of Public Housing & Rental Assistance!_* *_ _* *_AGENCY MISSION:_* The Executive Office of Housing and Livable Communities (EOHLC) is charged with creating more homes in Massachusetts and lowering housing costs for residents. Formerly known as the Department of Housing and Community Development (DHCD), EOHLC works with municipalities, local housing authorities, non-profit organizations, and development partners to provide affordable housing options, financial assistance, and other support to Massachusetts communities. Annually, the Division of Public Housing & Rental Assistance (DPHRA) disburses $155M in capital project bond funds and $113M in operating subsidy funds to state-aided public housing. The 229 LHAs own and operate approximately 43,000 state-aided public housing units and 35,000 federally-assisted low-income housing units for families, the elderly, and people with disabilities (building replacement value over $10 billion). The public housing program plays a significant role in meeting several key aspects of EOHLC’s mission including providing decent affordable housing for the Commonwealth’s poorest residents and reducing and preventing homelessness. *_OVERVIEW:_* The Facilities Management Supervisor, (hereinafter known as “the Supervisor” is responsible for ensuring state-aided public housing properties are maintained in accordance with the state sanitary code requirements and effective maintenance operations at local housing authorities (LHAs) The Supervisor accomplishes this through enforcement of regulations, guidelines and maintenance procedures and systems. The Supervisor issues guidance to LHA Executive Directors and staff, and board of commissioners on maintenance systems, procedures including work order delivery, preventive maintenance plans, and inspection of unit and property. The Supervisor is responsible for the direct supervision of four (4) Facilities Management Specialists, enforcing these standards. Supervision includes monitoring workload, review and approval of Facilities portion of the Performance Management They review LHAs and performance of the FMS staff, and recommend and implement policy and business process change as it affects the Facilities Management Unit. The Supervisor has technical expertise in the areas of state sanitary code enforcement, administration of effective and efficient maintenance systems and procedures, and provides technical assistance on difficult property conditions which requires knowledge of building codes and construction standards. Supervisor works with the Director of the Bureau of Housing Management and Division of Public Housing and Rental Assistance senior staff to develop, establish, and implement, performance-based monitoring standards as they pertain to the physical condition of state-aided public housing administered by LHAs. They assist senior staff with the drafting of guidelines, policies, processes and protocols, to assess, and monitor the physical condition and maintenance operations of LHAs. This includes, but is not limited to unit inspections, vacancy turnover, work order delivery systems, and preventive maintenance plans. They assist with cross-bureau coordination of scheduling and program implementation, including administrative assistance with the development and maintenance of software programs and web-based applications including data collection and analysis. The Supervisor conducts performance-based monitoring physical condition reviews for a portfolio of approximately thirty (30) LHAs. They provide technical assessments of LHA maintenance systems and practices, and where necessary, provide technical assistance to improve the effectiveness and efficiency of a LHA maintenance program in order to improve overall property conditions. This also includes a review of the operating budget for maintenance expenditures and staffing levels and coordination with the Bureau of Development and Construction when property conditions include capital work. *_DUTIES AND RESPONSIBILITIES (NOT ALL INCLUSIVE):_* *1. Supervision and Leadership* · Managesworkloadof FMSstaff andperformsannualperformancereviews. · OverseesandreviewsworkofFMSstaff,includingPerformanceManagementReview(PMR)inspection reports, health and safety (H&S) follow-up, work order reviews, and technical assistance. · Resolvesdisagreementsbetween LHAsand FMSstaff. · CollaborateswithotherDivisionunitleadersonLHArelatedissues,policydevelopment,andbusinesschange. · Conducts trainings and prepares materials for presentations. · Serves as a resource, or "technical representative" of the unit for owners, authorities, non-profit agencies, managers, maintenance staff and inspectors employed by others in matters of EOHLC maintenance delivery systems requirements, inspections, vacancy turnover, and laws, regulations and procedures. *_ _* *2. PerformanceManagementReviews, Inspections,Follow-UpInspectionsandAuditInspections* · Conducts annual Performance Management Review (PMR) physical condition reviews. · Inspects sample of units, systems, common areas interior and exterior, and building envelope. · Provides technical assistance to improve the effectiveness and efficiency of a LHA maintenance program in order to improve overall property conditions. · Reviews maintenance staffing levels for a LHA. · Maintains, reviews and analyzes PMR physical condition data for program review, revisions, and policy implications. · Conducts special scope inspections at a LHA, when necessary. *3. ReportsandSummaries:* · Prepares reports of all inspections and summaries of each building, property, authority or other grouping as directed and complete within seven (7) days of inspection including data collection and analysis of the performance-based monitoring programs, [i.e., Performance Management Review (PMR) Physical Conditions criteria]. · Identifies urgency of failed items and assign high-low-no priorities to units, properties or other grouping as directed including identifying health and safety (H&S) deficiencies noted during PMRs. · Reviews and edits checklists and reports prepared by the Facilities Management Specialists. · Recommends improvements to inspection protocols and reports. · Completes other reports as directed. *4. WorkOrderReview:* · Works with LHAs in reviewing their work order systems and making recommendations for efficiencies and proper documentation of work orders. · Ensures tenant requests are performed in a timely manner. · Ensures routine maintenance functions are documented and in compliance with the EOHLC Property Maintenance Guide. * * *5. PreventiveMaintenance:* · Assists LHAs with the creation and implementation of preventive maintenance plans to best maintain the physical asset. · Identifies areas for improvement in maintenance quality, service and economies to the extent possible during routine inspections. · Reports (as inspection comments) ineffective or unnecessary maintenance, repair or rehabilitation practices. · Helps on-site manager or maintenance personnel identify sources of maintenance problems and possible solutions within the scope of Facilities Management Specialist’s experience. · Investigates reports of problems, including researching pertinent codes or practices. *6. AnnualPlan:* · Assists LHAs with the preparation of their Maintenance Plan for incorporation in the LHA Annual plan. · Reviews LHA Maintenance Plans, as submitted, as part of their Annual Plan. *7**.**WorkswithFMStocreateandimplementtrainingprogramstoincrease LHAcapacityin maintenance and management daily operation:* · Prepares training materials and conducts training · Provides follow-up to ensure compliance with maintenance systems and protocols. · TrainsLHAmaintenancestaff and employeesontheinspectionprocess, maintenance systems and procedures. · Arranges trainings for LHA staff, including a monthly office hour. *_ _* *8. Consultation with Other DPHRA Bureaus* · Works closely with the Supervisor of Construction Services and Construction Advisors within DPHRA’s Bureau of Housing Development and Construction to ensure the physical condition of state-aided public housing is meeting the highest standards possible. * * *_ _* *_PREFERRED QUALIFICATIONS:_* 1. A Massachusetts Construction Supervisor’s license is preferred. 2. At least intermediate proficiencyusingcomputer,software,applicationsandprograms,includingMicrosoftWord,Excel, PowerPoint, Outlook, Access, Business Intelligence (BI), Tableau and other web-based programs. 3. Knowledge of: State Sanitary Code, Fire Prevention Regulations, State Building Code, familiarity with other applicable building regulations, EOHLC Property MaintenanceGuideorsimilarpropertymaintenanceguides,programs,proceduresandprotocols,aswellas pertinent laws and regulations. 4. Knowledgeofbuildingcomponentsandmaterials,buildingandsiteconstructionandmaintenancepractices. 5. Knowledge of Mass. Requirements for procurement of goods and services including rules governing public bidding and change orders. 6. Knowledge of construction scheduling and cost estimating. 7. Ability to effectively communicate (both in writing and verbally) technical concepts to people with little or no technical background. 8. Experience with public housing maintenance or construction, from the perspective of a contractor, project representative, local housing authority or state or federal housing agency. 9. Salary placement is determined by years of experience and education directly related to the position and the Human Resources Division’s Recruiting Guidelines.
