The pri Responsibilities The primary purpose of this position is: To plan, develop, direct and coordinate all safety and building related areas including but not limited to personnel, aircraft, equipment, and vehicle injuries/mishaps/accidents, and operations, maintenance, repair, alteration, historic preservation, cleaning, recycling, environmental, and security activities in Government owned and leased buildings assigned. Plans and coordinates all work requirements to maintain, upgrade, and/or modify 595 AMXS facilities identified by real property, the E-4B aircraft parking spaces, and facility parking spaces and directs and coordinates recurring service and preventative maintenance programs, and repair and maintenance requirements through customer based work order requests, self-help, and facility manager programs to include management of the anti-terrorism program. Compiles, provides, and briefs facility and safety management data, trend analysis, feedback, and status of AMXS, CACG, and Wing initiatives, facility and/or safety incident costs, expenditures, credits, and projections to appropriate Squadron, Group, and Headquarters forums and agencies as required and/or requested. Inspects, identifies, and provides recommendation to eliminate unsafe physical conditions, equipment and machine hazards, and risks in human performance the can cause injury to persons or damage to property and conducts formal investigations of reportable and non-reportable mishaps involving personal and aircraft injury/mishap/accident, property damage, or occupational illness. Responsible for managing the unit's support agreement program. Responsible for managing and maintaining functional systems, serves as the primary liaison between units, system administrators, and the installation Communication Squadron and uses automated system(s) and computer generated products in accomplishing facility, safety, computer/computer equipment support, and support agreement and management assignments. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Management Positions, Facility Management Series, 1640. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience equivalent to the GS- 07(or higher) grade level or equivalent pay systems (may have been obtained in the federal service, military, or public sector). Which includes managing a maintenance program for office or apartment building complexes, hospitals, recreation facilities, military, or other special-purpose installations, including planning maintenance activities, and developing preventive maintenance programs. Conducting surveillance activities over construction and maintenance operations performed by a variety of private contractors, including reviewing project plans and specifications for workability, informing contractors of construction and reporting requirements, and supervising operations for conformance with project plans. Performing maintenance or construction work, including estimating material and labor costs for a variety of construction or maintenance projects (such as construction or maintenance of brick, frame, structural steel, reinforced concrete, and other type structures ranging from one- or two-story buildings to larger structures), directing actual work operations, and maintaining appropriate contacts with the organization funding the project. Knowledge of compliance programs, i.e., Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA), National Fire Protection Association (NFPA), Anti-terrorism, and Federal Emergency Management Agency (FEMA). Knowledge of commonly used facility and safety management methods, practices, procedures, regulations, precedents, policies, and other AF, MAJCOM, and local guides which apply to facilities (e.g. organizational components, programs, services, object classes, and/or line items) to perform and advise on facility management and safety administration and to identify and refer those actions which require approval to officials at higher echelons. Knowledge of Air Force budgeting principles, concepts, and practices to prepare budget requirements for facility and safety projects. OR EDUCATION: Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., related degree from an accredited college or university. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. (Note: You must submit a copy of transcripts.) FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Ability to solve problems, make decisions, and recognize need for action, corrective or otherwise. Ability to gather, analyze and present facts, communicate effectively using tact and courtesy and possess the ability to plan, organize work, and meet deadlines. Ability to inspect utility systems, buildings, equipment, plans, and grounds for effective and economical operations; Ability to make oral presentations on facility and/or safety related data, and conduct facility and safety training to a variety of audiences. Ability to prepare requests and justification for funds; Knowledge of building codes, fire/life safety detection and suppression systems, and environmental management best practices and procedures applicable to facility management. Knowledge of commonly used facility manager methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned requirements in support of the mission, structure, goals, work processes, and programs associated with or in support of assigned activities/organizations; Knowledge of commonly used safety methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute assigned safety requirements in support of the mission, structure, goals, work processes, and programs of assigned activities/organizations. Knowledge of and ability to apply procedures, requirements, regulations, and policies related to organization resource management issues, including the ability to maintain credibility with others on technical matters; Demonstrate effective use of standard computer software including Microsoft Excel, PowerPoint, and Word. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
