Facility Operations Specialist
Summary About the Position: This position is a Facility Operations Specialist at the Mississippi River Project Office in Pleasant Valley, IA. This position will work directly with the Lock and Dams Section. This position may be filled at the GS-11 or GS-12 level, if filled at the GS-11 incumbent will have noncompetitive promotional potential to the GS-12. Responsibilities Exercise direct and indirect interactions with inhouse staff and contractor maintenance support that include mechanical, electrical, and electronic skills. Participate with project program managers to prepare scopes of work to be contracted, plans, and specifications for performance of work, estimates of time, materials, equipment and costs. Act as liaison between project office and field sites for FEM data. Serve project manager role in coordination with Contracting for acquisition of materials, construction, equipment and services. Serve project manager role in coordinating repairs and other support from within project office and throughout District. Participate in plan and design of corrective actions, review design analysis plans and specifications, provide estimates of construction plans and other engineering activities in support of projects, infrastructure, facilities, and natural resources. Manages for the long term sustainment of an extensive and complex inventory of project infrastructure, facilities, and natural resources such as: physical facilities; infrastructure; utilities; shoreline; waters; grounds for a Rivers Project. Prepare, consolidate and review in depth recommendations in the development of task or project schedules and expenditures. Identifies problems, formulates solutions, and course of action and then reports issues and project status to Section Chief. Exercise management, coordination, and liaison activities with engineering elements to achieve desired operational needs, particularly in regards to OCA inspections. Utilizes appropriate project techniques such as scheduling and networking to plan, coordinate, develop and monitor execution plans for multiple projects at multiple sites. Provide support to Lock and Dam Sites to ensure safe execution of projects to include: drafting Activity Hazard Analysis, site safety plans, hazard mitigation, predetermining required personal protective equipment, and accident prevention plans. Specialized Experience for the GS-11: One year of specialized experience equivalent to the GS-09 or equivalent level in the Federal Service. This experience is defined as managing a maintenance program including planning maintenance activities and developing maintenance programs; coordinating resources within the project and District; identifying, tracking and maintaining inventory of critical components and spare parts; coordinating contracting activities for major purchases and equipment; serve as liaison between field sites and the project for tracking and ensuring accuracy of FEM data. Specialized Experience for the GS-12: One year of specialized experience equivalent to the GS-11 level in the Federal service. In addition to the Specialized Experience for the GS-11 level, this experience is defined as organizing and planning work for construction and maintenance operations to include drafting and preparing hazard analysis's for work to be performed and accident prevention plans; conducting surveillance activities over construction and maintenance operations performed by contractors including reviewing project plans and specifications; participation in periodic inspections and assessments, including reviewing OCA inspections to ensure accurate tracking of component condition; assisting in development of budget submission; and directing actual work operations.
