FACILITY OPERATIONS SPECIALIST - DIRECT HIRE AUTHORITY

The primary purpose of this position is to manage the technical maintenance operation to support the Directorate's facilities and infrastructure. Responsibilities Management of operations performed by onsite government and contract services to support the unique requirements of the mission's Research and Development (R&D) as well as coordinating activities with outside organizations. Provide critical management of the Directorate's facility maintenance operation contracts that support dynamic research and development activities with unique requirements in electrical, plumbing, Heating, Ventilations and Air Conditioning (HVAC) installation and service. Plans for directorate real property maintenance and repair requirements, to include design and construction, by developing preliminary design specifications, compiling financial data and assisting in the preparation of budget inputs. Modifies and maintains directorate's data for entry into facility management information systems that defines and tracks requirements, real property and infrastructure modifications. Initiates action to purchase equipment supplies and services in support of the operation, maintenance, modernization and repair of facilities. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. Applicants must have at least one (1) year of specialized experience at the next lower grade GS-11/DO-01, or equivalent in other pay systems. Specialized experience may include managing technical maintenance operations to support facilities and infrastructure, provide critical management of maintenance operation contracts that support research and development, compiling financial data and assist in preparing budget inputs, developing preliminary design specifications, and managing and maintaining equipment and machinery. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Problem Solving Communication Business Management Teamwork and Leadership PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
