Facility Operations Utility Services Branch Manager

The successful candidate will join the Facility Operations team to support the Center Maintenance, Operations, and Engineering Contract (CMOE) located at NASA Langley Research Center. The Facility Operations Utility Services Manager will oversee NASA’s Steam Plant, Compressor Station, and a small test operations group. This position reports directly to the Facility Operations Director. All work will be performed with a high standard of quality and professionalism. All safety policies and procedures must be followed.

Responsibilities
The Facility Operations Utility Services Manager must quickly become familiar with all aspects of the compressor station and steam plant systems which include large compressors, large boilers, test operations, vacuum pumps, drive motors and additional smaller support equipment. Additional responsibilities, but not limited to\:

Performance Management\:

Substantial working knowledge of operational, financial, administrative and planning functions within a steam generation plant and high-pressure air compressor plant Knowledge of sound and consistent management practices and principles, including well developed human relation skills Evaluates deliverables for quality and completeness Monitor the performance and production of organizations deliverables ranging from physical products of steam and air to reporting and metrics Establishes and maintains large cross-functional network of resources to assist in providing high-quality solutions for client

 Process Optimization\: 

Duties also include identifying and implementing process improvements, determining and coordinating required facility upgrades, and producing/delivering technical papers and presentations when warranted Job requires interpreting goals and priorities into action steps and delegating responsibility for completion; applies broad latitude in regard to methods and approaches but must obtain approval for actions that have policy, service or cost implications Reviews and modifies standard operating procedures, work instructions, checklists, etc. Considerable experience in evaluating technical projections and group performance information with sound analytical ability to evaluate, propose and execute alternatives

Personnel Management\:

Indirectly manage a team of 50 with 2 direct reports, ensuring efficient project execution Demonstrated leadership abilities with excellent communications skills Demonstrated ability to effectively plan, organize and supervise subordinate personnel Advise staff of company policy expectations Lead, direct, and audit the work of assigned staff, act as a mentor Coordinate employee performance reviews Facilitate and enforce company policies and procedure

Resource provisioning\: 

Develops and implements training programs for new and existing personnel Works with peers across the organization to optimize workforce deployment and ensure continuity of operations Makes recommendations regarding hiring, discipline and promotion of subordinates, authorizes leaves of absence and overtime, and reviews employee's performance Evaluates and prepares employee performance appraisals

Compliance\:

Ensure contractual compliance Ensures work practices are in line with ISO 9001

U.S. Citizenship required. Associated technical degree or two (2) years of college with courses in Utilities Technology, Industrial Management or associated disciplines and ten (10) years of related experience, or any equivalent combination of education and experience for a total of twelve (12) years. Extensive knowledge gained through long and varied experience with large boilers, high pressure/high volume air productions, storage and distribution is preferred.

Demonstrated leadership ability to supervise and lead teams; maintain good interpersonal relations with team members while meeting time, quality, and cost requirements. Recognizes the importance of customer relations and responding properly to changing customer needs.

Facility, Test/Industrial Operations (50%) – May be exposed to high noise levels, safety hazards, hazardous materials and chemicals. Travel between facilities and test operations may bring exposure to loud noise and potentially hazardous equipment operation (10%)

Physical Requirements
Must have sufficient mobility to enter into confined spaces, crawl into or onto various assemblies while maintaining a clear vision of safety is required. (10%) Potential exposure to high noise levels, hazardous chemicals, propellants and the like. (10%) Appropriate PPE and training will be provided for all conditions.

Must be able to walk, stand, bend, twist and sit for extended periods as well as climb, crawl, and lift up to 35 lbs. (50%)

Safety and Personal Protective Equipment (100%)

Regular attendance mandatory (100%)

Must be able to balance scope, schedule and budget to insure project success. The work environment requires the ability to cooperate and work with individuals at all levels of the company and the client. 

Must be able to obtain and maintain a security clearance.
