Facility Oversight Division Director
Summary The Office of Environmental Management is responsible for the safe cleanup of the environmental legacy resulting from five decades of nuclear weapons development and government-sponsored nuclear energy research. The EM work is being done in 11 states and the lifecycle cost of the program is currently estimated to be over 330 billion dollars and will span beyond 2075. Responsibilities As the Facility Oversight Division Director you will: Oversee and evaluate the Waste Isolation Pilot Plant (WIPP) and Managing and Operating (M&O) contractor performance toward WIPP mission in terms of schedules; deliverables; compliance with applicable conduct of operations, nuclear safety, and industrial safety regulatory/requirements; and technical performance. Authorize orders for work shutdown and/or suspends operations if an imminent hazard to worker safety or the environment exists. Ensure that immediate and effective remedial actions are taken for imminent danger situations discovered during worker protection inspections to ensure employees are removed for the hazard or the hazard is eliminated. Ensure compliance with safety notification and reporting requirements. Alerts management of possible violations beyond the scope of responsibility and participates in investigations of incidents. Evaluate safety-related information and indications from Facility Representatives, Subject Matter Experts, Federal staff and managers and contractor employees to identify and proactively resolve safety and regulatory issues. Utilize performance indicators and performance measure to assess and improve performance, and where appropriate, perform root cause analysis. Prepare written evaluations and resolve inadequacies or weaknesses directly with the WIPP M&O and, as necessary, elevates technical concerns for resolution. Advises the appropriate management level of WIPP facility operations and activities and actions that warrant prompt attention (e.g., events, accidents, and investigations), with recommendations as to solutions of critical problems, and follow-up actions. Provide senior level leadership in oversight of federal and contractor adherence to environmental, safety, health and quality (ESH&QA) requirements, regulations, and standards during the life of the Project. Ensure the defensible implementation of conduct of operations, industrial safety, and nuclear safety requirements in execution of all programs and operations. Ensure qualification of federal employees under the Carlsbad Field Office Technical Qualification Program. Establish and oversees priorities for the office and finds ways to improve production or increase the quality of work directed. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: Your online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade/pay band in the Federal service. For this position, experience must be at least equivalent to the EJ/EK-III or GS-13 level. Specialized experience for this position is defined as: 1. Advising and evaluating waste management operations, environmental restoration and clean-up activities related to radioactive, hazardous, and mixed wastes; or 2. Executing related principals, laws, safety and security regulations, practices, and procedures and process improvement initiatives; or 3. Evaluating contractor environmental, nuclear safety, operations, safety and health contract compliance; or 4. Reviewing and evaluating program priorities and conduct periodic scientific reviews to evaluate facility performance; and/or analyzing regulations to resolve compliance issues during project execution. 5. Applying knowledge of complex nuclear and industrial safety concepts and principles; experience in managing or participating in oversight programs at military, federal, or state government nuclear or radiological facilities; utilization of good oral and written presentation skills; and experience in using personal judgement to independently make day to day decisions. Knowledge of program and project management principles and methods sufficient to plan, direct, coordinate and research difficult and complex and diverse programs, projects, and issues. Knowledge and skill in applying oral and written communication methods sufficient to establish and maintain effective relationships and to apply a high level of independent judgement in day-to-day activities. Knowledge of negotiation strategies and methods sufficient to negotiate effectively with management to accept and implement recommendations and prepare effective reports for use by senior management. Knowledge of analytical and evaluative methods sufficient to provide expert analytical services, staff advice, and assistant to higher echelon activities concerning programs, principles, and practices to achieve safe, efficient, and effective operations. Ability to exercise staff supervisory responsibility and to direct and administer an organization required to perform program/project activities, staff supervision and staff services.
