Job Description

ProSidian Seeks a Facility Program Support Specialist (Full-Time) in The Hanford Eastern Washington (Tri-Cities - Kennewick | Pasco | Richland) Area. ProSidian's work includes supporting requirements for consulting, acquisition support, program/project mgmt., operational/administrative business support, and environmental consulting support for support DOE Hanford [inc. Richland Operations Office (RL), and Office of River Protection (ORP)] in support of the Govt’s operations, personnel management, and general administration of regional operations at the Hanford Site in Richland, Washington.

FY19-010: AMSE Facility Representative Program Support Candidates shall work to support requirements as a Facility Program Support Specialist and Provide Facility Representative (FR) Program Management Support on behalf of The Department of Energy (DOE), Richland Operations Office (RL), Office of the Assistant Manager for Safety and Environment (AMSE)

The purpose of the DOE FR Program is to ensure that competent DOE staff personnel are assigned to oversee the day-to-day contractor operations at DOE’s hazardous nuclear and non-nuclear facilities. Oversight performed by Facility Representatives (FRs) provides DOE Line Managers with accurate, objective information on the effectiveness of contractor work performance and practices, including implementation of the integrated safety management (ISM) system.

Scope of Reviews.  The FR shall observe, evaluate, and report on the effectiveness of the operating contractor in multiple areas important to safe, efficient operations, such as operational performance, ISM, quality assurance, management controls, emergency response readiness activities, and assurance of worker health and safety.Oversight Routine.  FRs should vary their day-to-day presence in assigned site/facilities to show a degree of unpredictability and spontaneity based on the FR’s judgment regarding what is appropriate to observe and assess.Duties, Responsibilities, and Authorities include:Operational Awareness: A FR shall be thoroughly familiar with their assigned site/facility, operating procedures, site/facility safety bases, operating organizational structure, and key process control personnel. The FR shall be aware of major work in progress and in planning.Communication (4.1.2): The FR shall maintain frequent communication with contractor personnel and field element supervision to ensure that DOE Line Management is cognizant of current site/facility conditions.Availability (4.1.3): The FR shall be available to respond to site/facility events and serve as the DOE presence for special operations and be readily available to operating contractor personnel to facilitate the notification of occurrences and any safety or operational concerns.Independence (4.1.4): A FR should be in a position to provide information to DOE Line Management independent of programmatic responsibilities.The Facility Program Support Specialist shall provide support in the following areas: Maintain Facility Representative (FR) Instructions (e.g., changes, reviews, approvals, periodic reviews, implementations, distribution, etc.).

The FR shall know which personnel are controlling the work, the hazards and hazard controls associated with the work, what procedures are to be used, and whether training and qualification requirements have been established and are being met.  FRs shall verify that work activities are being performed safely and efficiently based on periodic observations and spot-check reviews of frequency commensurate with the hazard and complexity of the work. 

Review Master Oversight Plans (MOPs) to ensure consistent implementation of the Facility Representative (FR) Program:  Maintain centralized file of approved MOPs, and distribute MOPS to Stakeholders.Coordinate the annual review of Facility Representative (FR) staffing and coverage requirements by the Operations Oversight Division (OOD) Director and Facility Representative (FR) supervisors, and revise this instruction as needed.Manage the Facility Representative (FR) training and qualification program.Prepare Facility Representative (FR) qualification cards and written exams.Maintain the oral and written exam banks and qualification cards.Conduct monthly meetings to provide continuing training and a forum for presenting lessons learned.Observe 30% and 80% of oral boards to ensure consistency across the program.Observe all final qualification boards to ensure consistency across the program.Implement new qualification test questions database.Enter items into eTQP (electronic Technical Qualification Program.

Qualifications

The Facility Program Support Specialist shall have consecutive employment in a position with comparable responsibilities within the past five (5) years, Must be able to use a computer to communicate via email; and proficient in Microsoft Office Products (Word/Excel/Power point) and related tools and technology required for the position.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.  Work products shall be thorough, accurate, appropriately documented, and comply with established criteria.

The Facility Program Support Specialist shall demonstrate:

Bachelor degree in relevant field of study.Five years of relevant experience.Experience in applying analytical techniques, performing various types of process/database/system review, developing process improvements, and using automation tools.Excellent verbal and written communications skills.Excellent customer service skills.Experience in database management, including interactive database management.Proficiency in development and presentation of staff training.Proficiency of the Microsoft Office suite of tools and other automation tools.Ability to independently perform multiple tasks with dynamic priorities.Ability to create various types of performance status reports.Knowledge of Hanford Site mission, activities and priorities preferred.Working knowledge of DOE RL management databases/systems, policies, and procedures preferred.U.S. Citizenship.

TRAVEL:  Travel as coordinated with the technical point of contact and approved in writing by the Contracting Officer in advance, is allowed, in accordance with Federal Travel Regulations.
LOCATION:  Work shall be conducted at the Department of Energy - Richland Operations Office, Office of River Protection, The Hanford Site, and Richland, WA.
