Consultant Mgr. - SES – 70013989 This advertisement is for an SES (Selected Exempt Service) position located at Central Office in Medical Services-Aids-Grant. Salary: $49,584.67 - $75,177.47 Annual Range SALARY WILL BE DETERMINED IN ACCORDANCE WITH CURRENT PAY POLICY. SPECIFIC DUTIES & RESPONSIBILITIES: + As supervisor, this position communicates with, motivates, provides or coordinates training, evaluates employee’s work, plans and directs the employee’s work, and has authority to hire or recommend the hire, transfer or discipline subordinate employees. + This is a professional position responsible for the statewide management of the inmate HIV health education program. This position also plans and directs work of the HIV prerelease program and community linkages programs. + Responsible for planning and directing the Pre-Release Planning, Peer Educator, and Community Linkages Programs. Contract Manager for these programs responsible for managing the fiscal and budgetary aspects of these two grants, including: annual budget preparation, budget and expenditure tracking for both grants, coordinating contract payments, etc.; participates in on-site reviews of operations; tracks program outcome measures; oversees preparation and timely submission of reports and deliverables; directs monitoring of administrative and programmatic functions; advises higher level management on problems and policies related to programmatic and operational issues. + Contract Manager for two Department of Health grants the 340b Department of Health master agreement and five County Health Department Agreements. Responsible for monitoring and coordination of the placement of inmates in 340b facilities. + Responsible for developing, implementing, coordinating, and monitoring a comprehensive discharge plan for HIV infected inmates who are within six months of end of sentence; coordinate quality healthcare services to meet individual’s specific transitional needs; assist the patient in obtaining services or funding needed; and screen patients for eligibility for funding sources. Responsible for data entry and analysis of pertinent data in the Offender Based Information System. + Provide education to HIV infected inmates and Department of Corrections health care personnel on the process of obtaining care in the community. Monitors follow-up through the Department of Health ; maintains knowledge of disease management and community resources for HIV/AIDS care including attending meetings, educational opportunities, and conferences; collects information about inmates for reports to Department of Health; responsible for revisions of Pre-Release Planning and Peer Educator Programs policies and procedures. + Flexibility to travel to certain institutions in Region 1 (the panhandle) up to 50% of time. Some travel is day-trips; some is one or more nights of overnight stay. REQUIRED QUALIFICATIONS: Please note, when submitting a college/university degree, if selected for this position official transcripts will be required. + Bachelor’s degree from an accredited college or university or four (4) or more years of full-time work in two or more of the following categories of experiences: + Experience working with the incarcerated population. + Experience working HIV-positive individuals. + Experience supervising one or more other employees. + Experience managing contracts or budgets.
