Federal Business Process Reengineering Consultant
Kearney & Company is currently seeking a Federal Consultant to join our team. The Consultant will provide accounting and consulting services for a financial system implementation project executing strategies for organizational change management including tasks such as, business process reengineering, stakeholder management, communications, and training. Responsibilities include but are not limited to: Provide expertise related to federal business processes to support process reengineering and improvement and translate financial business processes to functional system requirements. The business processes are: record-to-report, budget-formulation-to-execution, require-to-procure, procure-to-pay, bill-to-collect, acquire-to-dispose, reimbursement management, and cost management Maintain relationships and communicate with key client personnel to understand business operations, processes, and functions Develop and obtain approval of current and/or future business process documentation related to system implementation including process flow diagrams, narratives, procedures, etc., within the context of department and federal policies and regulations Support research, analysis and communication regarding USSGL accounting treatment / posting logic Assist in the development and/or review of business case documentation for USSGL / posting logic changes, including documenting requirements/criteria in accordance with Federal and agency-specific regulations, standards, policies, and guidance; conducting impact analysis between requirements and business operations; conducting an alternatives analysis; and providing guidance on implementing the approved changes within the financial system and at the operational level Navigate the customer culture executing stakeholder engagement and communications activities Create, plan, and execute training curriculum Mentor and coach junior staff Qualifications Bachelor's degree in Accounting, Information Technology/Systems, Business, Finance or another Business-related field Minimum of 4 years of related experience (e.g., accounting, internal controls, auditing, organizational change management, business process reengineering) Knowledge and experience with USSGL and Treasury Financial Manual (TFM) Ability to interact with clients, including the development and execution of project strategies Ability to participate and/or lead stakeholder engagement for working sessions identifying gaps between requirements/business processes and current/future system capabilities Ability to identify financial (audit) risks, internal control issues and gaps and articulate the impact to business processes Ability to provide recommendations and implement technical accounting solutions to improve financial management activities Demonstrate awareness and knowledge of Federal Government’s financial and management responsibilities Demonstrated critical thinking ability Strong written and verbal communication skills Proficient skills in Microsoft Excel, Word, Teams, SharePoint, and PowerPoint Ability to obtain and maintain agency suitability (Public Trust) Preferred: Active public trust (or higher) security clearance Active DHS clearance and/or expertise Knowledge of and/or experience with financial systems/Enterprise Resource Planning (ERP) and/or system implementations Federal financial statement audit, internal controls experience Familiarity with Federal financial reporting requirement Change management experience supporting at least one federal financial system implementation Experience applying federal financial regulations to include OMB Circulars (A-11, A-123 and A-136), Federal Managers’ Financial Integrity Act (FMFIA), and Federal Financial Management Improvement Act (FFMI) Six Sigma Certification (green, black, or yellow) Overview With a focus on the Federal Government, Kearney & Company provides auditing, accounting, consulting, and technology services. This range is representative of base pay only and does not include straight time pay for hours worked over 40 per week, company contributions towards paid benefits, and/or bonuses. Actual compensation (meeting or exceeding the range) will be determined based on specific experience, education, work location, clearance level, and other factors permitted by law. This position is eligible for bonuses (when applicable).
