Finance and Administration Director- USAID-Madagascar Arakisa (Digital Health, Information Systems, and Data Use) Activity

Description

ICF is seeking a Finance and Administration Director for the anticipated Arakisa activity funded by USAID in Madagascar. The Finance and Administration Director will provide leadership for the development and application of USAID-compliant financial, administrative, and operational systems. S/he will supervise a team that supports the project with budgeting, financial tracking, compliance, procurement, human resources, security and logistics. The position is based in Antananarivo, Madagascar and reports to the Chief of Party.

Key Responsibilities:

Oversee financial planning, analysis, and reporting to ensure the project’s financial health.Establish efficient financial and operational systems including internal audits, compliance, record keeping, and risk management.With the Chief of Party, lead the development and management of the project’s annual budget, ensuring compliance with USAID regulations.Monitor program budget and manage cash flow, expenditures, and financial forecasting. Maintain financial documentation for project activities.Oversee procurement, logistics, and administrative functions to support efficient project activities.Manage contracts, grants, and agreements with vendors, partners, and subcontractors.Support HR functions such as onboarding and performance managementLiaise with ICF headquarters financial, contracts and operations teams.Ensure compliance with USAID, ICF, and host country regulations.

Qualifications:

Bachelor’s degree in finance, accounting, business administration, or a related field; Master’s degree preferred.10+ years of senior financial management experience, and 6+ years in a senior financial role for USAID-funded projects.Demonstrated experience tracking expenditures, preparing financial reports, and managing contracts.Prior experience managing project operations.Experience working in Madagascar strongly preferred.Fluency in English and French required, proficiency in Malagasy preferred.
