Project Summary:
Under the Performance Management and Evaluation Services (PMES) contract, MSI provides USAID/Iraq with utilization-driven support in the areas of project/activity monitoring, evaluation, research, organizational learning, and knowledge management. The primary goal of the contract is to improve performance management at all levels to help the Mission meet Agency requirements, make better informed strategic and management decisions, and advance USAID learning on effective development approaches. The project involves services across four components: 1) Performance Management, 2) Evaluation Services, 3) M&E Capacity Building, and 4) Collaboration, Learning and Adapting.

Position Summary:
The Finance and Administrative Assistant will be responsible for supporting the day-to-day financial management of the project. The Assistant will support the Finance and Administration Manager (FAM) in ensuring compliance with Tetra Tech, MSI, and USAID rules and regulations.
Responsibilities:
Assist in preparing vouchers and ensuring that all required and proper supporting documents are attached with vouchers before the payments. Work with the FAM to gather paperwork documentation related to payments and review with Chief of Party (COP) for payment approval. Enter financial data in QuickBooks and ensure financial records are kept up to date with the latest transactions and changes, as requested. Document and report financial transactions, including preparation of monthly financial expense reports, as requested. Assist with monthly personal income tax and social security reporting and payments in Federal Iraq, and proper filing with tax offices as needed. Support personal income tax quarterly reports, payments and filing annual tax reports in Kurdistan region. Prepare annual tax reports, social security filing, and annual financial statements, as well as statutory audit reports. Facilitate MSI’s registration certificate renewal annually in the Kurdistan region and Federal Iraq. Pay the monthly utilities for the office, COP, and Subject Matter Experts (SMEs) apartments, as well as tracking their electricity usage. Support the implementation of MSI’s finance, administrative and procurement policies and procedures, under the direction of the FAM. Provide operational and logistical support as needed. Provide project team with additional support as requested. Perform other duties as assigned by the FAM.
Qualifications:
Bachelor’s degree in accounting, business administration, or related field is required. Minimum three years of experience managing finance, procurement, contracts, logistics and human resources matters is required. Experience on donor-funded projects is preferred. Experience in handling the annual financial report and filing the annual tax report for KRI and FI. Knowledge of QuickBooks accounting software is preferred. Familiarity with the Government of Iraq financial system requirements, employment laws, tax withholding requirements, and generally accepted accounting principles is required. Ability to manage multiple competing priorities is required. Strong organizational and computer skills, including Excel, Microsoft Word, and Outlook is required. Fluency in Arabic and Kurdish as well as written and spoken working proficiency in English is required.
