**About the Program**
A stable, prosperous, peaceful and resilient PNG is critical to Australia's interests. Australia is PNG's largest development partner; its main partner on economic and security issues.
The Australia PNG Subnational Program (APSP) is an enabling mechanism comprised of three separately designed programs including; Bougainville Partnership, Kokoda Initiative Partnership and South Fly Resilience Plan and Western Province Partnership. Each program has its own outcomes, theory of change, operational approach and separate monitoring and evaluation systems.
There are five high level outcomes which span all programs:
+ Output one: Effective gender-centred programs delivered for Bougainville, Kokoda, and Western Province
+ Output two: Support DFAT to coordinate Australian inputs in selected subnational contexts
+ Output three: Technical assistance targeted at key institutions and policy reforms
+ Output four: Rapid programming of resources in support of DFAT priorities
+ Output five and six: Analysis, learning, and adaptation
Managed by Abt Associates under a single contract from 2022 to 2026, the centralised approach is aimed to ensure and drive value for money by realising back office efficiencies, ensure gender is consistently at the forefront of each program and deliver opportunities for learning and adaptation between programs.
The Kokoda Initiative Partnership (KIP) is a partnership between the Governments of Papua New Guinea and Australia to sustainably develop and protect the Kokoda Track and surrounding areas. The KIP support is delivered under three pillars: Track, People and Environment in alignment with the PNG Government’s Kokoda Initiative Master Plan.
**Pillar 1** - **TRACK Objective:** A safe and well-managed track whose special military values and historical integrity are protected.
The KIP works with the Kokoda Track Authority (KTA), the Tourism Promotion Authority (TPA) and the National Museum and Art Gallery (NMAG) to promote and protect the Kokoda Track, and enhance Track safety for local communities and visitors through effective policies and governance systems, Track maintenance and communications networks.
**Pillar 2** **- PEOPLE Objective:** Enhanced quality of life and income for landowners and communities of the Kokoda Track region.
The KIP works with the Oro and Central Provincial health and education authorities, church health and education providers and NGOs to improve the quality of life for communities through health, education and community driven development projects and income generation activities.
**Pillar 3** **- ENVIRONMENT Objective:** The sustainable use of the protected area.
The KIP supports the Conservation and Environment Protection Authority (CEPA) to protect the Kokoda Track and surrounding region and preserve the region’s unique biodiversity and cultural environments.
**About the Opportunity**
The Finance Officer, Kokoda Initiative is responsible for the input of all Kokoda Initiative transactions, preparation of financial reports for the Kokoda Initiative Team Leader and assisting with mentoring and training of the Kokoda Initiative team to ensure compliance with Abt Associates finance, requests and acquittal procedures and processes.
**Key responsibilities**
+ Administration of all Kokoda Initiative finance matters;
+ Prepare financial reports for the Kokoda Initiative Team Leader (with the guidance of the APSP Finance Manager) as required;
+ Ensure that all payment requirements are attended to in a timely manner and urgent payments as a priority;
+ Process and complete banking for all travel allowances including per diems, accommodation and hire car payments etc.;
+ Responsible for reviewing all payment requests and cash advances for the Kokoda Initiative Program;
+ Ensure all project acquittals reports completed in expedient manner, chase up KIP team members and advisers for any outstanding acquittals and update Acquittal Register on a weekly basis;
+ Responsible for other immediate payments and monthly service provider payments as per contracted services;
+ Collect all invoices, attached all necessary documents and forward for payments;
+ Undertake banking when required and assist with petty cash task if custodian is out of the office;
+ Enter data into NetSuite;
+ Responsible for the upkeep of all payment voucher files (filing);
+ Attend to internal and external audit queries;
+ Assisting overall finance team in verifying all related Kokoda Initiative invoices with service providers/suppliers and ensure to bill all invoices confirmed by KIP team in NetSuite in preparation for payment.
+ Assisting the overall finance team in cross checking LES timesheets for processing by Payroll Office each Pay Period Ending.
+ Checking and verifying of payment batches processed or compiled by the overall finance team.
+ Work with the KIP Team Leader to produce monthly budget forecasts and verification of monthly expenditure reports.
+ Train new KIP staff members as to Abt finance processes.
+ Lead KIP fraud and compliance training for all KIP team members and sub-contracted service providers as required.

**About You**
For applications to be considered, a response to the key selection criteria below must be provide;
+ Tertiary qualifications in accounting, finance, or a related field
+ Minimum of 3-5 years of experience in financial management, preferably in a development or non-profit context
+ Proficient in financial software systems, particularly NetSuite
+ Strong analytical skills with the ability to prepare and interpret financial reports
+ Excellent attention to detail and high level of accuracy in data entry and financial record-keeping
+ Experience in budget forecasting and expenditure tracking
+ Knowledge of compliance procedures and experience in conducting fraud prevention training
+ Proven ability to meet deadlines and manage multiple financial tasks simultaneously
