The Executive Office for Administration and Finance (AF) executes fiscal and administrative policies to ensure the financial stability, efficiency, and effectiveness of state government. AF develops, analyzes, and manages the Commonwealth’s financial planning and resource allocation activities, including the Governor’s annual budget submission to the Legislature. This is a fast-paced, high-pressure environment. Successful candidates must be self-motivated and responsible team players, who are willing to work nights and weekends during peak budget periods.
The Finance Director plays a key role in the development and monitoring of the state’s fiscal condition. The Finance Director maintains the official reporting status of the state’s financial condition to ensure statutory balance; coordinates with AF staff and external entities on the disclosure process for issuance of state bonds; represents AF in discussions of the state’s cash flow; coordinates with the Office of Comptroller on year-end reconciliation and other fiscal matters; plays a critical role in revenue forecasting; and works to ensure general quality control throughout the fiscal process. The Finance Director has a leading strategic role within AF and should, therefore, have exposure to state budgeting practices, evidence good communication skills, demonstrate sound judgment, and display the ability to serve as a mentor to analysts and others within AF.

Applicants must have at least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in financial management work (i.e. budgeting, accounting, auditing, management analysis, program evaluation, financial reporting of program results), of which (B) at least two (2) years must have been in a supervisory or managerial capacity or (C) any equivalent combination of the required experience and substitutions below.
I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.
II. A Bachelor's degree in a related field may be substituted for two (2) years of the required (A) experience.
III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.
IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.
