About the Program 

Abt Global implements six (6) Australian Government Programs in PNG. These programs are;

Australia PNG Economic Partnership (APEP) Australia PNG Subnational Program (APSP) PNG-Australia Transition to Health (PATH) PNG Partnerships for Improving Education (PIE) PNG Women’s Lead (PNGWL) PNG Australia Institutional Partnerships Program (PIPP) 

About the Opportunity

The Finance Manager will oversee and provide high level financial, travel and payroll support required to deliver the PNG Partnerships for Improving Education Program.  The Finance Manager, reporting to the Abt PNG Shared Services Chief Operating Officer & PIE Team Lead is responsible for overseeing the day-today management of the Finance, Travel & Payroll Team to ensure the efficient and effective delivery of financial, travel and payroll management requirements. They will also ensure programs deliver services with a strong focus on value for money, stringent financial controls and quality customer service. The Finance Manager will work in consultation with their Australia-based finance and travel counterparts and will accurately update the corporate expenditure forecasts on a monthly and quarterly basis for the remainder of the contract.

Key responsibilities 

The Finance Manager will be responsible for Financial Management of the PNG PIE Program and support the Abt PNG Shared Services Finance Platform. 

Responsibilities include:

Prepare the annual PIE budget under the guidance of the Team Lead, Sub-national Manager and PIE Corporate Services Lead. Prepare accurate budgets and forecasts in line with corporate and project requirements. Actively participate and contribute as part of the Abt PNG Shared Services Platform to ensure all Head Contract requirements are met with regards to financial, operations and project reporting, including milestones. Support sub-contract and grant financial activities ensuring payments are paid in accordance with grant deeds, contract requirements and client approvals. As required, undertake complex financial analysis for program teams and provide specialist advice and support in regard to financial management issues in compliance with Abt Global policies. Ensure, all program areas are responsible for preventing fraud and reporting it to senior management when it does occur.  Support the Chief Operating Officer Abt PNG Shared Services Platform role in minimising fraud consistent with the guidelines in the head contract. Provide support to program teams through active participation in regular meetings and liaise with them on finance and travel issues including budgets, forecast, managing project finances and preparing advance and travel acquittal in accordance with Abt Global policies and procedures. Actively contribute to the ongoing updating of financial, travel & payroll procedures in line with Abt Global policies and manuals, including the Finance and Procurement, Travel and Payroll manual and assist in the in the ongoing development of all manuals, policy and procedures. Provide regular client reporting in accordance with the contract and other ad hoc financial reports as requested. Participate in monthly client Finance Forum and provide timely updates on financials, grants payments and reimbursable cash flow projections. Work closely with the client to ensure cash flow projections are updated and monitored. Ensure all Finance, Travel & Payroll Staff operate in accordance with the Abt Global Finance Staff Code of Conduct. Liaise with internal and external auditors to ensure efficient conduct of audit activities. Undertake other duties as required by the PIE and Abt PNG Executive. Ensure compliance with DFAT Safeguard protocols and requirements including timely reporting and effective risk management.

Team Management

Provide leadership to build an effective team, one which fosters initiative, achieves outcomes, meets deadlines and operate within the Code of Conduct. Effectively manage and oversee the activities of the PIE team to ensure that all financial activities are conducted on a timely basis in accordance with accounting standards, local legislation and Abt Global policies and operating manuals. Contribute to continuous improvement and encourage individuals to identify opportunities and solutions to improve service delivery. About You 

For applications to be considered, a response to the key selection criteria below must be provided.

A tertiary-level accounting qualification with CPA or CA accreditation. Demonstrated experience (10+ years desirable) in leading, managing finance operations for large, complex programs within an international development would be an asset. Demonstrated experience managing extensive budgets, contributing to the financial planning and monitoring processes, ideally on a donor funded program. Demonstrated ability to operate with innovation, adaptability, flexibility, and resilience to accommodate change in a complex, uncertain, high-energy environment – such as PNG or a comparable experience.
