Finance Officer - Supervisory
Summary The incumbent will serve as the accountable official for financial activities within Wilkes-Barre VA Medical Center (WBVAMC). Reporting to the Associate Director of the Medical Center, incumbent will have direct operational and supervisory responsibilities for resource management, financial management, revenue cycle, managerial accounting, payroll, employee travel and agent cashier. The incumbent may serve as the Acting Associate Director in the Associate Director's absence. Responsibilities Incumbent establishes and implements both long and short term plans, policies and procedures assuring that financial and administrative programs arc integrated in order to provide high quality patient care with optimum utilization of medical center resources. Incumbent works with the senior management team responsible for all operations of Finance. This includes reporting through the Administrative Executive Council (AEC) to the Quality-Safety-Value Executive Board (QSVEB), which is the executive committee of the governing body of the medical center. Works on a peer level with other service chiefs to accomplish established goals. Administrative management decisions are the final responsibility of the incumbent. Works closely with peers in other services to meet- their needs as internal customers. Promotes a climate supportive of professional education in all disciplines, including continual learning for all assigned staff.' Incumbent has line authority over payroll, employee travel agent cashier: and accounting. Incumbent ill ensure that fee/contract hospitalization/certified payment centralized to the Austin Finance Center are processed in a timely and accurate fashion. Provides technical support to budget formulation functions maintained at WBVAMC. Works with WBVAMC leadership in developing· and implementing the financial plan and budget. Provides support for outcomes, assessments, cost-benefit analyses, and assists with business planning and monitors Finance viability. Carries out and ensures full compliance with all Federal, Departmental and VHA financial policies, regulations and procedures. Performs other duties as assigned. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization. Applicants who have the 1 year of appropriate specialized experience, as indicated in the table, are not required by this standard to have general experience, education above the high school level, or any additional specialized experience to meet the minimum qualification requirements. Providing broadly-based financial advice which will facilitate the conduct of Federal programs; Broad knowledge of and ability to utilize principles, methods, techniques, and systems of financial management; Ability to plan, direct, and coordinate difficult and complex programs; Ability to develop, apply, and adjust financial plans and policies to attain agency objectives; Ability to select, develop, and supervise a subordinate staff; Ability to establish and maintain effective working relationships, not only with subordinate staff, but with all levels of key management officials, the latter particularly requiring the exercise of tact, ingenuity and resourcefulness; Ability to make oral and written presentations in a clear and concise manner; Ability to apply a high level of sound, independent judgment in the solution of financial problems and in the administration of a financial management program; And a broad knowledge of agency operating programs. .Preferred Experience: Experienced in oversight of all Finance operations to include budget formulation, financial plan development, payroll execution, employee travel, and accounting. Formulating, planning for, implementing and providing continuity of leadership to total program operations of Fiscal Service. Responsibility for planning, programming, analysis, formulation, justification, presentation, and review of resource requirements for a healthcare organization. Directing the formulation of budget estimates to ensure adequate funding for personnel, facility operations, equipment maintenance, and mission accomplishment. Oversight of accounting systems designed to track, reconcile, and report on administered programs or appropriations. Oversight of revenue related functions and development of systems to measure and communicate progress on revenue functions to senior leadership. Ability to educate and train on VERA workload reimbursement methodologies. Conduct cost benefit studies and analyses and recommend alternatives. Administration of financial audits of accounts and financial records. Payroll operation oversight. Supervisory experience preferred. Preferred Education/Certifications: A degree in accounting; or in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") (TRANSCRIPT REQUIRED) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements (TRANSCRIPT REQUIRED).
