General Statement MilTech is a DOD and DHS Partnership Intermediary with the mission to accelerate the transition of new technology to the U.S. government. Duties and Responsibilities The Finance Team Lead will be responsible for sharing and utilizing extensive financial knowledge to help stakeholders make effective decisions to support research program goals. Functions of this role will include effectively managing fiscal activities for a broad group of stakeholders to ensure the financial health of research programs, and ensuring that necessary fiscal tools are identified, available, and utilized. Duties may include, but are not limited to, the following:
Manage, provide, and oversee finance team operations and processes: Generate financial data, compile and submit required and on-demand reports as needed. Collect, analyze, and report metrics. Prepare forecasts: Funds received, funds liquidated, salary requirements. Analyze data and direct appropriate follow up action as needed: Obligations, liquidation, team forecasting, and capacity planning, etc. Regularly prepare, review, and approve project and other budgets – monitor all project budgets, interpret and take appropriate/timely action to communicate any discrepancies to key stakeholders prior to end of Period of Performance Complete monthly reconciliation of all projects in the University financial accounting software; review all expense charges to ensure coding to the appropriate account code and project index. Review and approve monthly invoicing against agreements in coordination with OSP. Work with agreements team to navigate any questions on project liquidation from federal customers. In additional to MilTech, support the MSU Applied Research Lab financial and operational activities. Work with ARL Associate Director on budgets, forecasting, assessing ARL-enabled research expenditure impacts and invoicing. Work with other ARL staff on budgets and reporting for lease hold improvements, facility changes, and other operational activities.


Ensure fiscal compliance and continued improvement: Monitor and enforce compliance related to DOD, DHS, and other government customers, State of MT, MSU, and all applicable laws, regulations, or processes. Ensure internal processes remain in compliance and alignment with all relevant parties. Conduct regular assessments of financial procedures and effectiveness; review policies and SOPs, making recommendations to senior staff as needs/improvement opportunities arise.
Manage finance team staff: Lead and coordinate the activities of a growing staff; develop and provide effective onboarding and training, and establish internal standard operating business procedures. Develop Program and Grants Manager Lead to help coordinate and navigate the day to day finance responsibilities. Provide ongoing team management including coaching, assessment, and performance feedback. Effectively delegate responsibilities across team. Proactively identify and facilitate development opportunities for team members. Actively coordinate with MilTech and MSU HR teams in recruitment and hiring of finance team staff. Ensure all MSU- and MilTech-required administrative employee processes are completed.
Effectively communicate with all stakeholders: Liaise with Customers (internal and external) as needed, effectively communicate and resolve any finance queries Work with Associate Directors and Team Leads to support project initiatives, reports, budgets, work plans, scopes of work, and other operational requirements. Travel as necessary when requested to MilTech DOD and other customers to establish relationships and ensure appropriate reporting, formats, spending, forecasting, liquidation, etc.
Manage MSU Payroll and Operational functions: Prepare and supervise preparation of Personnel and Payroll Forms and adjust Time and Effort allocations accordingly. Execute payroll reports and identify, investigate, and resolve discrepancies. Coordinate annual and other recordkeeping reviews, and data generation as needed.
Comply at all times with the MilTech Confidentiality Agreement governing non-disclosure of information encountered in the course of your duties, and the MilTech Technology Control Plan governing security and work controls. Required Qualifications – Experience, Education, Knowledge & Skills Demonstrated progressive experience in analyzing, interpreting, preparing, and monitoring financial data requiring a high degree of detail and accuracy while meeting critical deadlines, including generating and providing metrics, reports, and financial information to stakeholders. Demonstrated progressively responsible experience preparing and monitoring complex budgets with a variety of funding types. Demonstrated ability to interpret, apply, and communicate a wide variety of financial and procurement policies and procedures to key stakeholders verbally and in writing utilizing tools such as Teams, OneDrive, Outlook, PowerPoint, Excel, Smartsheet, PowerBi, etc.. Demonstrated experience managing a team, organizing and prioritizing workload and deadlines and handling complex situations while working under minimum supervision. Bachelor’s degree in Business Management, Accounting, Finance or related field, or an equivalent combination of education and/or experience Preferred Qualifications – Experience, Education, Knowledge & Skills Experience working with Banner and/or Financial relational database programs Experience working with Montana State University and/or State of Montana Fiscal and purchasing regulations and reporting Experience working with federal grant regulations under the 2CFR200 and reconciliation of grants from external funding sources Experience working with FAR based grant projects The Successful Candidate Will Possess excellent communication skills and the ability to communicate effectively with the entire range of stakeholders, both orally and in writing. Exhibit effective communication skills including problem solving, conflict resolution, collaboration, and adaptability. Represent MilTech and MSU in a professional manner when interacting with clients, internal and external personnel. Work successfully within all relevant MSU purchasing, financial reporting, metric reporting, and travel regulations. Exhibit good judgement, flexibility, and innovation to respond to needs of a wide variety of clients and coworkers. Establish, develop, and maintain effective professional relationships. Effectively collaborate with MilTech, MSU, DOD, government, civilian, internal and external personnel to accomplish multiple operational goals. This position may require the ability to obtain a Security Clearance, pass the Department of Homeland Security (DHS) Suitability requirements to obtain DHS security credentials, and/or meet other government-defined restrictions appropriate for work level and access. Other security-related requirements will include receiving favorable background checks by state and federal agencies pursuant to federal law and regulations.

This position requires ability to travel via all modes of transport when necessary to interact with DOD customers, including travel throughout the Continental United States as well as Alaska, Hawaii, U.S territories and possessions, and possibly other worldwide locations.
