oversee and manage the fiscal aspects of child welfare services, ensuring compliance with state and federal regulations **.** This position will be **full-time** **contract** and **hybrid.** **What You’ll Do** + Develop and maintain financial models to forecast program budgets and expenditures + Analyze financial data to identify trends, make recommendations for cost savings, and ensure the efficient allocation of resources + Prepare detailed reports on financial performance and present findings to senior management and stakeholders + Collaborate with program managers to understand financial needs and provide strategic support for Child Welfare initiatives + Monitor and report on the financial status of grants and other funding sources related to Child Welfare. + Conduct regular audits and reviews to ensure financial integrity and accountability + Serve as a financial liaison between the Child Welfare programs and other departments, agencies, and external partners + Conduct a comprehensive assessment of the fiscal functions and operations + Provide fiscal professional consultancy services to support in maintaining fiscal operations + Conduct an expenditure analysis and review document justifications for expenditure requests + Review and enhance existing processes for monitoring the fiscal integrity of purchased services to support improved outcomes for children and families + Review and enhance existing policies and draft new policies, as needed, to support the sustainability of sound fiscal operations + Provide child welfare specific fiscal consultancy services to support the transition and training of new fiscal team members, as needed + Review and provide training on the Needs-Based Plan and Budget Instructions Bulletin and Templates + Assist in the completion of the budget portion of the NBPB, as needed, based on the abilities of existing team members + Assist with the completion of day-to-day functions of the fiscal department, as needed, based on the abilities/capacity of existing team members + Assist with or conduct contract monitoring functions **What You'll Need** Required: + Bachelor’s degree in finance, accounting, business administration, or related field + Extensive experience in developing and maintaining financial models for forecasting budgets and expenditures + Proven track record in financial data analysis and trend identification, with a strong emphasis on cost savings and resource allocation + Experience preparing detailed financial performance reports and presenting findings to senior management and stakeholders + Experience collaborating with program managers and providing strategic financial support for Child Welfare or similar initiatives + In-depth knowledge of financial status monitoring and reporting for grants and other funding sources, especially in the context of Child Welfare + Demonstrated ability to conduct regular financial audits and reviews to ensure integrity and accountability + Proven experience serving as a financial liaison across departments, agencies, and external partners in a Child Welfare setting + Advanced proficiency in financial software, databases, and Microsoft Office Suite, particularly Excel + Strong skills in financial analysis, forecasting, budgeting, and auditing + Excellent knowledge and understanding of Child Welfare funding sources, financial regulations, and related grant management + Exceptional analytical and problem-solving abilities + Outstanding communication and interpersonal skills to effectively interact with all levels of management and cross-functional teams + Ability to work independently and manage multiple projects and deadlines + Experience in conducting comprehensive fiscal assessments and providing consultancy services within a Child Welfare setting + Strong ability to train and support team members in fiscal operations + Experience with policy review and development, with the ability to draft and enhance fiscal policies + Expertise in providing consultancy services specific to Child Welfare fiscal management + Experience in conducting expenditure analyses and reviewing expenditure request justifications + Ability to assist with day-to-day fiscal department tasks and contract monitoring based on team capacity Preferred: + Master’s degree + Certified Public Accountant (CPA) or similar
