Financial Analyst
The Financial Analyst II will perform routine- to moderately complex clerical and technical accounting functions in the maintenance of accounting and internal control systems. The Financial Analyst II will report to the Vice President of Programs. The Financial Analyst II will analyze the financial status of programs and will investigate variances between budget and actual expenditures and projected and actual revenues. The Financial Analyst II will also work with the VP office staff and field staff to ensure that expenditures are allowable; that documentation is obtained timely and labor distribution is appropriate. As necessary, the Financial Analyst II will work with other members of the Management team and finance team to ensure that checks and POs are processed, denials are investigated, and resubmitted and maximum reimbursement is obtained in a timely manner. Coordinating budgets, completing Program Information Reporting data (PIR) liaising with programs and centrally located support departments (e.g., Financial Services, Human Resources, Acct. Payable, etc.). The Financial Analyst II position will provide financial analysis for program budgets. This includes developing and monitoring budgets and contracts; analyzing and interpreting data; understanding program and project revenue and spending fluctuations; working with program staff to evaluate financial results and determine necessary actions to address variances; and preparing submit monthly reports to staff and various stakeholders. Works closely with Team to ensure fiscal and contractual compliance (i.e., line of service is always audit ready and review ready). Duties include the below:

-Create, prepare and analyze financial data for programs; provide key information to program staff and senior management in ways that meet their needs, to drive business decisions, identify issues and opportunities for continuous quality improvement.
-Develop monthly P&L forecast validate and analyze weekly, monthly and quarterly results and identify any necessary action steps in response to key variances.
-Responsible for monthly and quarterly financial reporting, including variance analysis.
-Responsible for monthly and quarterly budgeting and forecasting, including meeting with program staff for detailed review of revenue and expense forecast. Present analysis in an easy-to-understand format for stakeholders.
-Update financial data and forecasts to reflect contract changes including rates paid, timeliness of payment and other pertinent information and modifications relevant to the forecast.
-Present reconciliation data and bad debt analysis semi-annually and update projections to reflect the changes. Discuss with the program leadership staff the basis for the reconciliations and identify actions that would ameliorate occurrences in the future.
-Collaborates with Management team to obtain required information for funding sources, agency, and other external entities.
-Prepare, track, and analyze program budgets, prepare financial projections and cash flow analysis for various contracts. Clearly identify underlying assumptions of projections to facilitate program leadership understanding of program P&L projections and variables of potential impact in achieving projections.
-In collaboration with the Management team, Administrative Specialist and Resource Assistants, aggregates collected data from the different sources to generate reports that inform strategic planning and program improvement.
-In collaboration with the Administrative Specialist and Resource Assistants, develops standardized and uniform centralized systems and procedures for all data collection and submission timelines, ensuring accuracy and consistency.
-Responsible for monitoring financial reports from inception of the programs.
-Search, retrieve, prepare and analyze data as needed to reflect the fixed and variable costs of the services.
-Assist in the development, support and monitor execution of contracts.
-Prepare and submit financial, budget, contract information and documents on funder websites/portals or other as prescribed.
-Responsible for initiating and managing subcontracts, including reviewing invoices.
-Ensure specific program and funder reporting requirements are met, communicated, and monitored.
-Reports to Vice President any programmatic issues that may have a negative impact on the reputation of the Agency, client, and/or staff welfare or any corporate compliance issue.
-Meet regularly with staff and discusses fiscal results of individual program.
-Schedule and attend ongoing training quarterly to review critical concepts associated with the P&L forecasting, cost reimbursement, claims processing and claims paid, accounts receivables, and bad debt.
-Partner with program staff to identify strategies that could lower costs, shift services that are losing money to break even/exceed costs & interpret data to help program staff understand and use the reports.
