Summary This position is located with Bonneville Power Administration, in the Financial Planning & Analysis (FA) organization of Finance (F). A successful candidate in the Financial Analyst position will serve as a senior financial analyst and technical expert responsible for planning, organizing, conducting, and leading a wide range of financial analysis activities. Responsibilities As a Financial Analyst, you will: Provide cross-BPA financial consulting, cost analysis and an objective third-party review of costs. Provide expert consultation to assist and support cost management decisions such as financial forecasts, variance analysis and historical trend analysis for departments and programs. Provide detailed financial, statistic, and economic analysis and studies to assist managers and executives in meeting their strategic business objectives and assessing uncertainty and risk as part of agency-wide strategic planning. Responsible for assisting finance management with achieving results, decision-making, and client support by serving as technical analyst/expert and lead in: 1) developing traditional and innovative cost, revenue, and operating condition and characteristics of BPA, its business lines, customers, and its competitors: 2) leading or participating in preparing BPA's financial business strategy, 3) aligning financial performance measures with strategic goals; 4: Leading or participating in the single-year and multi-year capital and expense investment plan development process, such as Start of Year (SOY) and Integrated Program Review (IPR); 5) developing and maintaining related financial data, forecast systems, computer models, and analytical tools. Perform in-depth financial analysis using a wide array of financial data elements to gain further insights into the agency's financial performance than is practical using existing reports. Develop and then applies knowledge of the business coupled with financial analysis and research conducted via surveys and related social science data collection to support decision making. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level [GS-12] in the Federal service. Specialized experience for this position is defined as: Experience performing financial analysis and evaluation work to: (1) performing financial forecasting, variance analysis, trend analysis and cost analysis; (2) assisting in the development of cost management policy and financial policies; (3) advising management on cost issues and financial initiatives to improve operations and practices. "Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
