Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serve as the the Budget and Execution Branch Chief, Resourcing Division for the Strategic Operations Directorate (DAMO-SO), HQDA, DCS G-3/5/7, as the financial subject matter expert on all matters pertaining to financial support. Responsibilities Counsel on the full range of budget and programming issue. Develop, codify, and maintain DAMO-SO financial governance, policy and guidance documents, and historical records. Serve as Army’s senior consultant on all matters pertaining to the programming of cyber and network domain. Recommend or act on proposals involving high-level policy decisions. Align requirements to the Army strategy to support Army leadership decision making. Maintain continual surveillance of the Planning, Programming, Budget, and Execution (PPBE) process. You will receive credit for all qualifying experience, including volunteer experience. GS-14 Specialized Experience: One year of specialized experience which includes advising senior leaders on budget and programming issues; monitoring the planning, programming, budgeting, and execution process to ensure resource requirements are met; and providing recommendations to address resource issues within an organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
