Financial Analyst- CFO Act Compliance
Position Description:

The Financial Analyst for CFO Act Compliance Support will assist in ensuring the Defense Counterintelligence and Security Agency (DCSA) adheres to federal financial management statutes, regulations, and policies. This role involves supporting the development, revision, and implementation of financial management policies and internal controls to maintain an audit-ready environment and support quarterly and annual Risk Management and Internal Controls (RMIC) Statement of Assurance (SOA) requirements.

Your future duties and responsibilities:

**Finance Management Policy Support**
- Revise and update the catalog of financial management policies to ensure audit readiness and incorporate recommendations into reports and Programs of Action and Milestones (POA&M).
- Collaborate with government leads to research, analyze, and interpret USG and DoD financial management statutes, regulations, and policies, ensuring applicability to DCSA.
- Identify gaps in DCSA financial management policy documentation and propose actions to align with current USG and DoD policies.
- Work with functional units to confirm the impact of statutes, regulations, policies, and procedures on DCSA business processes.
- Draft, validate, and update DCSA financial management policies consistent with USG and DoD regulations.
**Risk Management and Internal Controls (RMIC) Program and Statement of Assurance (SoA)**
- Provide support for OCFO’s CFO Act Compliance, including compliance with OMB Circular A-123, GAO Green Book, and DoD policies.
- Identify compliance gaps and document

Required qualifications to be successful in this role:

- Bachelor’s degree in Finance, Accounting, Business Administration, or related field.

- Experience in financial management, policy development, and compliance within a federal agency.
- Familiarity with USG and DoD financial management statutes, regulations, and policies.
- Strong analytical, research, and problem-solving skills.
- Proficiency in Microsoft Office Suite for drafting and editing policies and procedures.

Desired qualifications/non-essential skills required:
- Excellent communication and collaboration skills.
- Experience with audit readiness and internal control assessments.
- Ability to work effectively with government leads and cross-functional teams.

The determination of this range includes various factors not limited to skill set, level, experience, relevant training, and licensure and certifications. To support the ability to reward for merit-based performance, CGI typically does not hire individuals at or near the top of the range for their role. Compensation decisions are dependent on the facts and circumstances of each case. A reasonable estimate of the current range for this role in the U.S. is $57,100.00 - $121,900.00.
