Summary You will serve as a FINANCIAL MANAGMENT ANALYST in the COMPTROLLER DIVISION of COMNAVSURFLANT. Responsibilities You will analyze and recommend costs and benefits of alternative methods of financial management of an organization’s programs and administrative operations. You will implement legal and regulatory controls over approved budgets. You will provide advice on the effective and efficient methods for acquisition and the use of funds in support of the organization’s programs and activities. You will provide technical support and assistance to the Commander, Naval Surface Force Atlantic (COMNAVSURFLANT) FIAR Manager. You will provide financial statements, accounting reports, and other information of a factual nature reflecting the interrelationship between accounting, budgeting, and other management data. You will develop, determine and interpret budgetary policies and practices. You will formulate budget estimates to support plans, programs and activities. You will present and defend budget estimates before authorities, and review and evaluate budget requests. Requirements Conditions of Employment Qualifications To qualify for the FINANCIAL MANAGEMENT ANALYST, GS-0501-11, your resume must demonstrate at least one year (52 weeks) of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience with and knowledge of budgetary policies, precedents, procedures and regulations. Experience with Standard Accounting, Budgeting and Reporting Systems (SABRS), One Pay, Command Financial Management System (CFMS-F), Command Financial Management System (CFMS-C), Manager's Internal Control Program (MICP), Continuous Monitoring Program (CMP), Relational Supply (R-Supply), Procurement Integrated Enterprise Environment (PIEE), and Centralized Data and Analytics Platform (ADVANA). Experience identifying, analyzing, and resolving a wide range of budgetary problems and developing alternative methods of funding. Experience formulating budget estimates for programs in which funding requirements have changed significantly. Experience ensuring audit policies and concepts are being applied to current financial business processes and systems. You will utilize the Internal Review Program (IRP) and Risk Assessments to track the Corrective Actions Plans (CAPs) for vulnerabilities and weaknesses in our internal controls and report to upper management by the required due dates.
