Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number D2515P01, D2514P01, D2513P01 and is part of the KS 190 Air Refueling Wing, National Guard. Responsibilities As a FINANCIAL MANAGEMENT ANALYST, GS-0501-07/09/11, you will perform duties such as: GS 07/09: performs professional work requiring the application of accounting, budgeting, and manpower principles, theories, concepts, and practices to ensure that financial management, manpower, and accounting systems produce accurate results and meet legal and regulatory requirements. Incumbent performs work which requires adaptation of current or purposed systems and processes and a knowledge of automated resource management systems. GS 11: to plan, coordinate, and perform comprehensive Financial Management analysis, decision support and quality reviews, of base level accounting and financial management programs. Work involves preparing, analyzing, interpreting, presenting, and advising on accounting and financial data. The incumbent concurrently organizes and administers the operation of automated financial systems in support of financial management functions. The work requires a professional knowledge of accounting theories, principles, and practices. Duties performed are in support of state and Federal ANG operations, training, and readiness missions Requirements Conditions of Employment Qualifications Military Grades: E2 through E6 Compatible Military Assignments: 6F071 GENERAL EXPERIENCE: Experience with clerical, office, or other work that indicates ability to acquire the particular knowledge and skills needed to perform the duties of the position to be filled. Such as to apply and evaluate the applicant's competencies; military and civilian experiences, completed military and civilian education, learned skills, obtained knowledge, endorsed abilities, and training program accomplishments. The following six basic qualification factors are applicable to the GS-0501 Career Levels, as cited below: Skilled in collecting and analyzing data effectively, efficiently, and accurately; Ability to clearly enunciate English without impediment of speech that would interfere or prohibit effective communication; Ability to write English in reports and presentation formats; Ability to communicate clearly and effectively; Skilled in presenting formal training presentations and briefings; Skilled in applying procedures and directives by reading and interpreting program material SPECIALIZED EXPERIENCE: GS07/09: Must have at least one year experience at the next lower level, of basic finance program training or competencies that provided knowledge of financial principles and procedures. The applicant must have some understanding of the basic principles and concepts of the National Guard financial business program requirements. Must have knowledge of finance program experiences and competencies that provided knowledge of financial principles and procedures. An applicant must have experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Must have the knowledge and understanding of pay operations, such as Military Pay, Civilian Pay, Accounts Payable and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances. GS11: Must have at least one year experience at the next lower level, in finance program experiences and competencies that provided knowledge of financial principles and procedures. Must have an excellent under-standing of the basic principles and concepts of the Air National Guard financial business program requirement and experiences along with training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies and procedures. Must have and excellent understanding annd knowledge of pay operations, such as Military Pay, Civilian Pay, Accounts Payable and Travel Pay. Skilled in providing pay services that include the examination, analysis, presentation, and interpretation of pay entitlements to Soldiers, Civilians, and Vendors. Competent to review and analyze pay accounts and knowledgeable of tax issues involving legislative rulings; or pay allowances and entitlements, or incentive and bonus pay circumstances. **The technician must complete the higher financial management certification within 24 months of appointment to the position** This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program. Education Substitution of Education for Specialized Experience: To qualify for the National Guard GS-0501 Title 32 Excepted Service positions, on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. AS A GENERAL RULE, ONE QUARTER COLLEGE CREDIT HOUR EQUALS .67 SEMESTER COLLEGE CREDIT HOUR. For example, to compute the number of semester hours an applicant earned, after he/she successfully completed 36 quarter credits in accounting discipline courses by: 1. Use the data point of .67 to compute Quarter Hours into Semester Hours: 36 Quarter Hours X .67 Semester Hour = 24 Semester Hours. OR 2. May compute the number of semester hours an applicant has earned, after he/she successfully completed 36 quarter credits in accounting discipline courses: 36 Quarter Hours /1.5 = 24 Semester Hours. Hint: Whether you are converting Semester Hours into Quarter Hours; or, Quarter Hours into Semester Hours, the applicable computation data points are correct You must provide transcripts or other documentation to support your Educational claims.
