Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a FINANCIAL MANAGEMENT ANALYST, Position Description Number NGD2513P01 and is part of the TN 164th AW Air National Guard. This vacancy is covered by Association of Civilian Technicians (ACT), Chapter 115 (Pyramid on the River Chapter). Responsibilities As a FINANCIAL MANAGEMENT ANALYST, GS-0501-11, you will Independently perform and examine financial management functions to ensure internal and external accounting systems and administrative controls are sufficient to confirm that obligations and disbursements comply with applicable laws, and that funds are safeguarded against waste, loss, and misappropriation. Aggregate data from multiple financial and accounting systems and sources in order to directly or indirectly provide the Comptroller, Wing Commander, United States Property and Fiscal Officer (USPFO), National Guard Bureau (NGB), Unites States Air Force (USAF), DFAS, Department of the Treasury and senior level management with accurate and timely financial reporting. Analyze and accurately process financial services transactions (i.e., payroll, debts, and miscellaneous entitlements) while applying quality assurances techniques. Execute full spectrum pay and entitlement operations (Military Pay, Civilian Pay, Accounting, and Travel Pay). Analyze and measure the effectiveness and efficiency of financial operations; reliability of financial reporting; compliance with policies, regulations, applicable laws and guidance; and ensures that internal controls are in place. Determine the legality of entitlements/collection actions and provides decision support to the Financial Manager. Perform other duties as assigned. Requirements Conditions of Employment Qualifications Military Grades: E-1 through E-6 AFSC: 6F0X1 GENERAL EXPERIENCE: Experience, training, or knowledge of theories, regulations, current/revised guidance, management practices and policies regarding all facets of the financial program in order to provide feasible recommendations/advice to assist management officials in the decision-making process. Skill in collecting and analyzing data effectively, efficiently, and accurately. Skill in applying procedures and directives by reading and interpreting program material. Skill in presenting formal training presentations and briefings. Ability to prepare reports and presentation formats. SPECIALIZED EXPERIENCE: Must have 36 months or 1-year at the next lower-level experiences gained through military technical training schools in preparing reports and in organizing and delivering briefings to managers to encourage understanding and acceptance of findings and recommendations. Knowledge of military pay and allowances, civilian pay and allowances, vendor payments, and travel payments. Knowledge of related financial regulations and rulings covering diverse types of pay transactions to function as a technical authority for the resolution of an extensive range of issues or problems. Ability to apply fact-finding and investigative techniques to perform studies and analysis of data. Ability to research and analyze directive and regulations to assess their impact on current and planned operational initiatives. Experience in the use of automated financial systems. Experience dealing with sensitive issues involving Airmen, Civilians and Vendors. Knowledge of the overall DFAS mission and functions, operation, and relationships to other agencies? Education Education Requirement: None The applicant's educational degree study program or military or civilian academic courses may substitute for some specialized experience. To qualify for the National Guard GS-0501 on the basis of completed undergraduate or graduate education, the awarded college degree should be in one of -or- be a combination of the following disciplines: Accounting, business, finance, economics, math, statistics, industrial management, marketing, quantitative methods, or organizational management. You must provide copy of official transcripts that include degree awarded and date conferred to receive credit for Education requirements for this position.
