FINANCIAL MANAGEMENT ANALYST
Summary You will serve as a FINANCIAL MANAGEMENT ANALYST in the COMMANDANT COST CENTER of NAVAL ACADEMY. Responsibilities You will be the primary point of contact for military pay issues and Military and Personnel, Navy (MPN) financial management at the Naval Academy. You will review and evaluate budget request; control, and reporting of obligations and expenditures. You will manage over 4400 separate pay accounts and provide support related to pay, accession travel, rations, and miscellaneous payments and duties. You will support the Comptroller Department with collection and disbursement of funds as required. You will perform professional accounting work to include forecasting and budgeting out withheld pay for military members. You will assist with converting 529 funds to repayments in the Department of the Navy to repay a loan, cashing out the remainder of balance to the student. You will work with the Treasury Department to submit daily and monthly returns and supporting documents s required. Requirements Conditions of Employment Qualifications GS-11: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1): Identify and resolve a range of budgetary problems such as development of alternative methods of funding, formulation of budget estimates for programs. 2): Monitoring, recording, and resolving all pay issues related to military pay accounts, collections, and disbursements. 3): Generating and analyzing financial reports and data related to military pay. GS-09: Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1): Analyze and evaluate changes in program plans and funding regarding budgetary relationships. 2): Interpret standard organizational budgetary, accounting, or financial administrative procedures, practices, and regulations related to military pay. 3): Establishing or maintaining military pay accounts. OR I have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree.
