Summary This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019 This position is part of the Organization of the Joint Chiefs of Staff, Joint Chiefs of Staff. The incumbent serves as a financial management analyst in the Financial Management Branch (FMB), Joint Staff(JS) Comptroller Office. The incumbent is responsible for planning, coordinating, executing, and analyzing accounting of annual and multi-year appropriations within the Joint Staff. Responsibilities This position is being filled under DoD Modified Direct Hire Authority, Section 1109; PL, 116-92, dated 12/20/2019. As a FINANCIAL MANAGEMENT ANALYST at the GS-0501-13 some of your typical work assignments may include: Provide expert advice to senior managers and others on all phases of the budgeting process, including formulation, preparation, execution, and accounting. Advise management on financial and budgetary issues and analysis as needed. Prepare detailed reports and financial data used to support the annual congressional budget justification. Review and analyze resource management programs and systems for accuracy and compliance with federal and Department of Defense (DOD) regulations. Operate and monitor Defense Agencies Initiative (DAI) to ensure transactions are coded and entered appropriately and correctly per policy and procedure. Knowledge of Planning, Programming, Budgeting, and Execution (PPBE) processes and other Department of Defense financial systems. Advise the Chief Financial Management Branch and Joint Staff Comptroller on internal controls issues and concerns to ensure accuracy of the accounting data. Review and correct transactions that may affect the Joint Staff budget. Lead in the planning, programming, formulating, presenting, and justifying of accounting records, budgetary reports, and other financial related data. Prepare detailed reports and financial data used to support the annual congressional budget justification. Lead analytic analyses and prepare cost of war and monthly Joint Staff budget execution reports. Process reports on financial and budgetary commitments and make recommendations to senior managers regarding financial adjustments to the annual budget based on spending patterns and trends. Requirements Conditions of Employment Qualifications You may qualify at the GS -13 , if you fulfill the following qualifications: One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Applying theories, concepts, principles, and practices of financial management, and recommending resolutions to complex and difficult financial and budgetary problems and issues, including policy issues. Utilizing financial management programs, policies, procedures, and processes, including knowledge of federal and Department of Defense (DOD) budgetary policies, procedures, and the budgetary legislative process. Conducting complex analysis to identify and propose solutions to financial related issues/ problems that can significantly impact assigned programs, policies, and operations. Participating in making recommendations to senior management officials. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Substitution of education May Not be used in lieu of specialized experience for this grade level. Education Additional Information FINANCIAL MANAGEMENT: Selectee or incumbent must be able to obtain the appropriate certification level for their position. This is a Financial Management Level 3 Certified position. IAW Public Law 112-81 and DoD Policy the incumbent shall comply with the requirements of DoD FM Certification program within the allotted timeframe.
