Responsibilities Support the Audit Readiness Strategic Initiative by providing financial management services, project management and broad operational remediation work for the Sites. Provides financial management services, project management and broad operational remediation work for the mission area. Monitors performance measurement and financial management information indicators for assessing the operational health of the audit readiness of the organization and the accounts managed. Provides expert technical analysis, review, and recommendations related to development and execution of project management plans. Performs agency level reviews of financial systems that are extremely complex, Enterprise-wide application and require an unusually high degree of analytical and evaluative skills, as well as originality and advisory abilities. Prepares and coordinates staff papers describing needed regulatory and systems changes based upon an objective analysis of these problems and their potential or actual impact upon Enterprise-wide finance and accounting operations. Requirements Conditions of Employment Qualifications One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-12) within the federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized Experience is defined as: Performing extensive financial management analysis and evaluation of the most complex situations and/or conditions to identify deficiencies of governing policies, business procedures, automated financial systems, and regulations to ensure the efficiency and effectiveness of operations. Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service. You may qualify for consideration if meeting time-in grade, specialized experience, education requirement, 90 days after competitive appointment requirement, and all other qualification requirements within 30 calendar days after the closing date of the announcement, unless otherwise indicated on the announcement.
