Financial Management Analyst (CONGRESSIONAL- RDT&E AND PROC)
Summary About the Position: Serves as the Advisor and Liaison to the Chief of Congressional Budget Liaison with responsibility to advise on funding provisions, marks, earmarks, and adds related to Procurement and Research Development, Test and Evaluation, including acquisition of Army systems. Responsibilities As a liaison analyst, and member of Team RDA, advises the Assistant Secretary of the Army Financial Management and Comptroller (ASA FMC) and the Chief of Congressional Budget Liaison on all matters for which appropriated funding must be achieved. Facilitates open dialogue and access to inform and collaborate with Congress on the Army’s budget, plans, programs, and policies in order toto build trust and confidence with the Congress, professional staff members. Ensures the Office of the Chief of Congressional Budget Liaison’s mission and objectives are strategically aligned and support the vision and mission of the Secretary of the Army’s (SECARMY) Congressional vision and mission. Develops congressional engagement strategies for Army Senior leaders designed to educate and inform Congress on Department of the Army policies, plans, programs, and funding, ensuring the Army’s funding objectives are met. Ensures appropriate background information is maintained and updated on all Members of the House or Senate and key Congressional staff, including the Members most current military interests and concerns. Possesses and maintains a functional knowledge of the appropriations process and its impact. Specialized Experience: One year of specialized experience which includes; Maintains a thorough knowledge of all aspects of the Planning, Programming, Budget, and Execution (PPBE) cycle and the Congressional appropriation cycle; applying practices and techniques in order to develop new approaches to difficult and complex problems; Facilitates open dialogue and access to inform and collaborate with Congress on the budget, plans, programs, and policies in order to build trust and confidence with the Congress, professional staff members; Ensures hearing testimony and appropriation requests support overall funding objectives and priorities. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-13). You will be evaluated on the basis of your level of competency in the following areas: Communications Planning and Evaluating Strategic Planning Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Two year trial/probationary period may be required. One year supervisory probationary period may be required.
