Financial Management Specialist
Summary This position is part of the Air Force Elements, U.S. Transportation Command, Transportation Command. The incumbent will be responsible for advising staff and customers on financial policies and procedures. Paragraph 3c. Positions in the acquisition workforce that are responsible for managing any services contracts necessary to the operation and maintenance of programs of the DoD. Paragraph 3i. Positions in financial management, accounting, auditing, actuary, cost estimation, operational research, business, or business administration for which a qualified candidate is required to possess a finance, accounting, management, or actuarial science degree or a related degree, or a related degree of equivalent experience. As a Financial Management Specialist at the GS-0501-13 some of your typical work assignments may include: Perform as a technical team lead for the following duties: Utilize knowledge of financial management policies, practices, and principles and defines future financial requirements of the programs and services assigned to the Program Executive Office (PEO). Incorporate analysis of multi-year funding needs for one or more future budget years. Serve as a senior financial advisor and lead on source selection teams. Review and interpret pending and current Congressional, OMB, DoD, USAF and Comptroller General Decisions which affect the PEO and recommending courses of action. Perform senior technical level responsibilities for Earned Value Management (EVM). Conduct special studies requested by the Branch Chief or PEO to provide guidance, direction, or action on established policies, procedures, regulations or directives. Requirements Conditions of Employment Qualifications You may qualify at the GS 13, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-12 grade level in the Federal service as listed below: Apply fiscal laws, policies, instructions or procedures to financial management activities related to working capital, revolving or appropriated funds. Perform analysis of a multi-year budget or future budget years. Analyze compiled data gathered from financial analysis of program budget areas, to determine solutions to problems and provide advice for decision making. Lead projects internally or across organizations, programs or agencies to communicate and execute financial goals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Certification prior to hiring is not essential but must be accomplished within 24 months after entry into this position. This is a Financial Management Level 2 Certified position.
