FINANCIAL MANAGEMENT SPECIALIST

The primary purpose of this position is to serve as a budget analyst and accounting technician in the 66th CPTS/FMA financial management office, performing various budget and accounting functions involving the formulation, justification, and/or execution of budget and cost analysis functions for organizations, programs, or projects. Responsibilities Performs budget formulation work involving preparation of detailed analysis of annual and/or multi-year budget estimates for assigned organizations programs into a consolidated budget request. Performs budget execution, and administration work involving the monitoring of commitments or obligations incurred and the actual expenditures of a budget with different sources and types of funding to include providing advice, assistance, and guidance on related financial information. As the financial specialist is responsible for day-to-day accounting operations of the office ensuring that financial management and accounting systems produce accurate results and meet legal requirements. Uses automated financial system(s) and computer-generated products in accomplishing assignments. Prepares preliminary cost analysis studies, e.g. Lease versus buy agreements, A-76 studies, management control (MC) programs, etc. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-07, or equivalent in other pay systems. Examples of specialized experience includes: Knowledge of the principles, concepts, and theories of Financial Management Specialist, and the standard practices, methods, and techniques of the occupation sufficient to perform routine assignments independently and more difficult assignments with help from others. Knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors and recommend a solution from a number of possible alternatives. OR B. EDUCATION A master's or equivalent graduate degree OR successfully completed two full years of progressively higher graduate level education leading to such a degree or LL.B. or J.D., which is related to the position from an accredited university or college. This education demonstrates the knowledge, skills, and abilities to successfully perform the duties of this position and is related to the duties of this position. COMBINATION OF EXPERIENCE AND EDUCATION: Possess a combination of education and specialized experience as described in letters A and B, which when combined equates to 100% of the qualification requirements. NOTE: You must submit a copy of official transcripts. GS-11 GRADE LEVEL A. SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: Serving as a financial specialist in an advanced developmental capacity, and providing budget analysis, cost analysis, and cost scheduling and cost estimating services in support of an organization. OR B. EDUCATION A PhD or equivalent doctoral degree OR successfully completed three full years of progressively higher graduate level education leading to a PhD, or equivalent doctoral degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position from an accredited university or college. COMBINATION OF EXPERIENCE AND EDUCATION: Possess a combination of education and specialized experience as described in letters A and B, which when combined equates to 100% of the qualification requirements. GS-12 GRADE LEVEL SPECIALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes; Detailed, intensive knowledge of budgetary and accounting methods, practices, procedures, regulations, precedents, policies, and other guides which apply to assigned organizations and programs; sources, types, methods, and accounting of funding for assigned organization and programs (e.g., apportionments, allotments); and budgetary and financial relationships between assigned budgets and programs of other agency components and organizations. Knowledge and skill in the application of methods and techniques for analyzing and evaluating the effects of continuous changes in program plans and funding on the accomplishment of the budget and program milestones (e.g., cost-benefit analysis, planning-programming-budgeting, management by objectives, decision theory, probability theory, linear programming, and inventory replacement theory). FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS GS-09 Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. GS-11 Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. KNOWLEDGE, SKILLS AND ABILITIES (KSAs) at the Full Performance Level (FPL): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of laws and regulations governing financial procedures for all types of funds and appropriations to include single and multi-year appropriations, general fund, revolving and/or non-appropriated funding principles and their characteristics, uses, applications and structure. Knowledge of the DoD and Air Force Planning, Programming, and Budgeting systems (PPBS), it's process, products, terminology, and guidance documents (e.g., Effective memorandum (POM), Future Year Defense Plan(FYDP), Defense Guidance Joint Strategic Planning Systems). Knowledge of automated financial management systems concepts, systems capabilities, and economic usage to effectively complete assignments. Skill in oral and written communication. Ability to recognize and analyze problems, conduct research, summarize results, and make appropriate recommendations. Ability to stratify resources against approved programs; to plan, present, and execute budgets; to analyze budget impacts on programs; and to forecast long term funding requirements. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. This position may be filled at any grade level. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the (GS-09). Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor.
