The Opportunity: \n

NetCentrics is seeking a highly experienced Financial Manager to provide expert support to the Office of the Undersecretary of Defense for Research and Engineering (OUSD(R&E)), Assistant Secretary of Defense for Mission Capabilities (ASD(MC)), and the Deputy Assistant Secretary of Defense for Prototypes & Experiments (DASD(P&E)). The ideal candidate will bring a wealth of knowledge in financial management and accounting to contribute to critical defense prog\n

Responsibilities:\n

Financial and Budgetary Support:\n\nProvide financial, budgetary, and contract support, including performing statistical analysis and preparing analytical reports for senior leadership.\nApply expertise in budget principles, policies, procedures, concepts, standards, terminology, and financial management systems.\n\n

Resource and Contract Management:\n\nReview, allocate, and manage acquisition resources while offering expert advice on contract administration.\nSupport the program across programming or comptroller shop functions, including planning, programming, budgeting, and execution (PPBE).\n\n

Data Monitoring and Reporting:\n\nMonitor and report the status of approved, deferred, and released funds.\nDocument and track obligation and expenditure rates for committed funds.\nMaintain cognizance of program funds and provide obligation\/expenditure performance data for leadership review.\n\n

Program and Budget Development:\n\nContribute to program and budget submissions, including Issue Papers, Research, Development, Test and Evaluation Documents (R-DOCs), Research and Development Descriptive Summaries (R-2s), and Program Office Memorandum (POMs) inputs.\nEnsure compliance with governmental financial activity systems and tools, such as Core Financials (CF), Enterprise Business Accountability System (EBAS), Execution Management System (EMS), G-INVOICE, and Defense Agencies Initiative tools.\n\n

Technical Assistance:\n\nPrepare Military Interdepartmental Purchase Requests (MIPRs), SubAllocations, and Inter-Agency Agreement funding documents.\nMaintain respectful communications with government and non-governmental stakeholders.\nProvide technical assistance in interpreting specifications, statements of work, and performance work statements.\n\n

Required Qualifications:\n\nMinimum of 10 years of financial management or accounting experience.\nDemonstrated leadership as a Financial Manager or Deputy Financial Manager for a $100M+ technology design, manufacturing, integration, and test program or as a Financial Manager for a portfolio of technology development programs.\nProficient knowledge of the Earned Value Management System (EVMS).\nExperience working with classified programs at the SCI level or higher.\nFamiliarity with the DoD Defense Acquisition System.\n\n

Desired Qualifications:\n\n\n

Military or Office of the Secretary of Defense (OSD) experience.\n\n\n

Certifications:\n\n\n

PMP Certification (preferred).\n\n\n

Education Requirements:\n\n\n

Master's degree in accounting, budget, or a financial discipline relevant to Accounting or Business Financial Management.\n\n\n

Clearance Requirements:\n\nActive TS\/SCI eligibility.\nU.S. Citizenship is required for this position.\n\n
