Summary This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Mission Support Positions (STRL) to recruit and appoint qualified candidates to positions in the competitive service. About the Position: The Chemical Biological Center (CBC) is the nation's principal research and development resource for non-medical chemical and biological defense. Responsibilities Plan, develop, analyze, and monitor organizations missions to effect integration of economy, efficiency, and effectiveness of resource management operations. Administer the financial/management aspects of multiple programs that encompass varying regulatory controls, financial management procedures, extensive budget substantiating requirements, and complicated transactions affecting multiple funds. Serve as the financial management technical authority/resource manager and makes commitments/decisions that impact on budget revisions, program adjustments, and economic trends affecting organization resources and the overall financial posture. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes: 1) knowledge of funding accounts, including the appropriations and authorizations process; 2) utilizing analytical and evaluative methods necessary to assess budgetary changes and recommend adjustments or impose restrictions; and 3) establishing goals, managing resources, and implementing long-term initiatives. This definition of specialized experience is typical of work performed at the next lower grade level/position in the federal service (DE-03/GS-13). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this position, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct Deposit of Pay is required. This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
