FINANCIAL MANAGER AND CHIEF RESOURCE OFFICER FOR PERSONNEL MANPOWER AND TRAINING
Summary You will serve as the Financial Manager and Chief Resource Officer for the Personnel, Manpower and Training (PM&T) Enterprise in the Immediate Office of the Deputy Chief of Naval Operations (PM&T) (N1)/Chief of Naval Personnel (CNP). Responsibilities You will be responsible to the Deputy Chief of Naval Operations for Personnel, Manpower and Training (PMT)(N1)/Chief of Naval Personnel (CNP). You will be responsible for the resourcing of Military Personnel, Navy (MPN) appropriation, Reserve Personnel, Navy (RPN) appropriation, and Navy Operation and Maintenance appropriation requirements. You will support N1/CNP in planning, reviewing, consolidating, and analyzing periodic budget submissions across the Future Years Defense Plan (FYDP) and developing contingencies for the uncertainties of the budget process. You will provide oversight and programmatic recommendations for civilian and military manpower, training, maintenance and modernization, and budget execution. You will provide recommendations that are fundamental to the development of a comprehensive and defendable resource program while ensuring wholeness across the organization. You will manage all aspects of the planning, programming, budgeting and execution processes for N1/CNP regarding civilian and military personnel budget allocation, accounting, sustainment, research, development and acquisition. MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. The total narrative for the MTQs must not exceed 2 pages.) 1. Knowledge and/or experience of business management, financial management, and planning, programming, budgeting and execution. 2. Knowledge and/or experience in presenting and justifying requests for appropriations and funds, with particular focus on Military Pay for retirement and health care. 3. Broad Knowledge of and ability to use principles, methods, techniques and systems of financial and personnel management including government accounting theories and practices as they relate to funds control and recording of financial transactions. Education Additional Information This position is in the Senior Executive Service (SES), a small elite group of top government leaders. SES members possess a diverse portfolio of experiences including strong skills to lead across organizations. As an executive, you will influence the direction of innovation and transformation of the federal government and lead the next generation of public servants. Section 1118 of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2024 permits a qualified individual to be given an initial appointment into the Senior Executive Service (SES) within the Department of Defense (DoD) without being subject to the certification of Executive Core Qualifications (ECQ) by the Office of Personnel Management (OPM), Qualifications Review Board (QRB). A career SES appointment made under this authority does not guarantee that you will be eligible to transfer to another career SES appointment outside of the DoD without the need for you to compete. Other Federal agencies may require you to submit ECQs to OPM's QRB prior to your appointment in that agency. This position is not covered by the Department of Defense Priority Placement Program.
