Department of Health and Welfare has a current opening for a Financial Manager to maintain and enhance financial systems, federal reporting, fiscal projections, forecasting, producing modeling and trend analysis and simulation techniques, as well as oversee the financial accounting and reporting for the Division of Medicaid in the Bureau of Financial Operations.
The current position is located in Boise with Idaho Medicaid at Central Office. This announcement will be used to fill the current vacancy in Boise only. This position may be eligible for telework after successful completion of probation and necessary training.

EXAMPLE OF DUTIES:
+ Plan and direct major specialized units; may perform complex accounting, forecasting, modeling and trend analysis, auditing, or budgeting reviews and analyses.
+ Ensure financial systems and documents are in compliance with laws, policies, standards, regulations, and generally accepted accounting principles and practices.
+ Define issues and take adversarial positions; incumbent's actions have significant legal ramifications.
+ Prepare or oversee the preparation of a variety of financial documents.
+ Provide professional consultation regarding financial matters and the application on of information technology issues to support various financial requirements.
+ Recommend hiring staff, and train and evaluate their performance.
+ Design, develop, or oversee the development of and changes to financial reporting and management systems and direct their implementation.
+ Manage reporting for Federal partners.
+ Manage personnel and operating budgeting and tracking.
MINIMUM QUALIFICATIONS AND SPECIALTY MINIMUM QUALIFICATIONS:
You must possess all the minimum/specialty minimum qualifications below to pass the exam for this position. Please make sure your resume or work history supports your meeting the minimum and specialty qualifications for this position. It is highly recommended to attach a one-page cover letter to your application to demonstrate how you meet the requirements below.
+ Good knowledge of accounting principles and practices and supervisory practices. Typically gained by a Bachelor’s degree in Accounting or Business (economics, business administration, financial management or closely related field) AND post-Bachelor’s degree experience in the accounting/financial-related field. OR at least four years of professional experience as a staff accountant or higher level position applying generally accepted accounting principles. Experience must have included preparing and analyzing financial statements, work papers, budgets, tax and payroll records as well as providing significant input into the development of accounting systems. If you have a current CPA license, please list the date you received it.
+ Experience analyzing financial and auditing data. Typically gained by approximately one year experience that includes the design, development, preparation, analysis of and distribution of monthly adhoc financial operating reports and year-end GAAP/GASB compliance financial statements.
+ Experience auditing or designing financial systems. Typically gained by recent experience (in the last five years) that includes the review, approval and development of specifications for automated financial system design, modification and enhancement.
+ Experience establishing internal financial or auditing controls. Typically gained by approximately one year experience that includes the reporting and recording of financial transactions in accordance with GAAP, GASB, State and Federal rules and regulations and the development and management of financial systems security.
+ Experience preparing and making oral presentations. Typically gained through approximately one year experience as a supervisor/manager making presentations for decision making to government officials, top-level management, special interest groups or other decision makers outside the organization.
