Financial Program Specialist (Navy Cash Deputy Program Manager)

This position is located at Bureau of the Fiscal Service, Deputy Assistant Commissioner Payment Integrity and Resolution Services. As a Financial Program Specialist (Navy Cash Deputy Program Manager), you will be responsible for several critical initiatives including program management of the US Debit Card Program. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. Formulate, review, administer, and execute the budget for program areas of the Navy Cash SVC program. Work with project budgets, spreadsheets, reconciliation of expenses, and cost analyses. Approve and facilitate the payment of monthly invoices, maintain program metrics reports, assist with debt collection efforts, and process approval requests for program procurement. Coordinate day to day operational tasks for the SVC Navy Cash program using Project Management methodologies; project planning (requirements analysis, action planning); project administration (resource management, team leadership, communication with team members, customers, and stakeholders); and project implementation (quality assurance, project documentation, post-implementation review). Utilize qualitative and quantitative techniques to develop, adapt, modify, and apply new methodologies to assess customer needs, provide information or assistance, resolve conflicts, satisfy expectations; is committed to providing quality services. Requirements Conditions of Employment A one year probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Specialized experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service, that was directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes ALL of the following: - Familiarity with a payment card program and network, inclusive of those operating in offline or closed-loop environments; AND - Executing multi-year budgets, including financial reconciliations; AND - Making recommendations regarding building, maintaining, or enhancing a financial management system or application; OR - Managing or overseeing financial or disbursing systems. Specialized experience: For the GS-11, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service, that was directly related to the position, and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes the following: - Executing multi-year budgets, including financial reconciliations; AND - Making recommendations regarding building, maintaining, or enhancing a financial management system or application; OR - Managing or overseeing financial or disbursing systems. OR You may substitute education for specialized experience as follows: Completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. OR You may qualify by a combination of experience and education. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education.
