POSITION DESCRIPTION:
Supervises employees spending the majority of the time communicating with, motivating, training, and evaluating employees, and planning and directing employees’ work. Has the authority to effectively recommend the hiring, transferring, suspension, lay off, recalls, promotions, discharges, assignments, rewards, or disciplinary actions for subordinate employees. Plans and directs workloads, deadlines, work objectives and time utilization with subordinate staff. Provides direction and ensures that all subordinates receive training and instruction in methods and techniques necessary to safely perform their assigned tasks. Manages and directs the operation and activities of the District Financial Services Department, District Budget Staff, and Finance Department's Property staff. Review and adjust the unit business plan annually, and stress the department's mission, vision, and goals. Encourage coaching management style with frequent feedback as well as open and positive communication between employee and supervisor.
Oversees the processing of various types of invoices and pay documents for the procurement of goods and services processed within the District, including invoices processed through CITS (Contract Invoice Transmittal System), regular contracts, task work orders and other contract documents, as well as, other types of pay documents including, MFMP (My Florida Market Place) invoices, utility company invoices, right of way invoices, travel and individual reimbursement vouchers, and purchasing card transactions, in compliance with contract terms and conditions, Florida Statutes, and established policies of the Department of Transportation and Financial Services.
Coordinate, monitor, and oversee the District’s p-card program and ensures that key controls are in place, operate as designed and comply with the State of Florida Purchasing Card Program Administrator’s manual and Department of Transportation's procedure. Establishes new cards, makes changes to existing cards and cancels cards, as requested. Approves P-card limits and approver groups. Provides District training for P-Cardholders and Approvers. Monitor outstanding transactions.
Oversee the preparation of the District’s Legislative Budget Requests (LBRs) and the allocation of the District’s budget to the different cost centers. Coordinates with the District Work Program Office to ensure that budget amendments, and allotment transfers, are properly completed. Monitors and reviews operating budget and provides appropriate financial information for management decision. Acts as a liaison on budget related issues with Budget, Work Program, Human Resources and Comptroller office. Reviews and prepares budget performance reports comparing expenditures to allocated budget and prior year expenditures, as well as other budget reports requested by management. Analyzes budget variances and advises management on corrective actions.
Manages and directs the processing of various payroll related activities and transactions, including overseeing the correction of District time sheets, reconciliation of paid hours worked for employees on workers compensation, maintaining the records and posting transactions for employees receiving sick leave transfers, processing insurance related payments, and reviewing and reconciling various monthly payroll reports and the processing of corrections as required.
Coordinates and directs the processing of transactions to update and maintain the property inventory records included in the FLAIR (Florida Accounting Information Resources) system, and the scheduling, monitoring, and reconciliation of the annual property inventory. Oversees the disposal of obsolete or damaged tangible personal property in compliance with established policy.
Provides assistance as required on all matters related to the financial operations of the District. Review and respond to the customer needs of internal and external customers. Acts as primary District contact with the Comptroller's office, the Department of Financial Services, and other District counterparts in clarifying existing policies, rules and regulations. Review and comments on proposed revisions to policies and procedures, coordinate implementation of any changes to ensure compliance. Participates in quality assurance reviews and internal audits and takes a proactive role in problem solving. Serves as an advisor to the District's Employee Benefit Fund and reviews operations to ensure that transactions are accurately reported, and assets are adequately safeguarded. Performs periodic audits of the Employee Benefit funds. Performs reviews of District Employee Benefit Funds financial statements and transaction journals to ensure they are accurately and timely reported. Assists committee in solving operational, financial, or reporting problems.
Administers training programs within section and prepares training programs for District employees as they relate to financial services functions, including accounting, budget, purchasing cards and travel. Manage the operating budget for the finance department.
