The Office of Economic Development and International Trade (OEDIT) fosters a positive business climate and encourages quality economic development through the support of local and regional economic development activities across the state. A comprehensive slate of programs within OEDIT’s divisions work together to offer economic development services for all Colorado businesses – new and expanding, traditional and emerging, small and large. The service offerings include retention programs to ensure continued competitiveness of Colorado’s economic base and job training to keep Colorado’s workforce the best in the nation.
As a US Small Business Administration (SBA) Resource Partner, the Colorado Small Business Development Center (SBDC) Network is dedicated to helping small businesses throughout Colorado achieve their goals of growth, expansion, innovation, increased productivity, management improvement, and success. The SBDC Network has 14 service centers across the state hosted by universities/colleges, city and county governments, economic development agencies, chambers of commerce, and incubators. The SBDC provides no-cost business consulting and no- or low-cost training for small business owners and aspiring entrepreneurs on topics including business planning, accessing capital, marketing, regulatory compliance, technology development, international trade, and similar areas impacting business operations.
The Business Support Division consists of four major programs within OEDIT: the SBDC Network, Minority Business Office (MBO), Employee Ownership Office (EOO), and Cannabis Business Office (CBO).
Description of Job
Position Scope
The position offers full-time employment as an exempt, at-will State of Colorado Employee. This position is funded by a federal grant and is contingent upon the renewal of annual grant funding.
The Financial Specialist will work with the SBDC Senior Grant and Fiscal Compliance Manager (Sr. Fiscal Manager) to provide accounting support, procurement support, compliance monitoring, grant reporting, financial reviews (audits), budgeting and forecasting, fiscal management, and training of SBDC service center staff to advance the success of the Colorado SBDC Network. The Financial Specialist will also support the leaders of other Business Support Division offices with similar fiscal management functions.
Key Duties and Responsibilities
+ Assist the SBDC Sr. Fiscal Manager manage more than $7 million of State and Federal funds, such as American Rescue Plan Act (ARPA) Coronavirus State and Local Fiscal Recovery Funds (SLFRF) executed through the SBDC Network
+ Review quarterly reimbursement reports and support documentation (e.g., general ledgers) from 14 SBDC Service Centers and process payments, as well as track expenditures across the Colorado SBDC Network
+ Assist the Sr. Fiscal Manager with managing active procurements (e.g., purchase orders) and developing upcoming procurements (e.g., developing statements of work [SOWs] and requirements)
+ Assist the Sr. Fiscal Manager with managing financial reporting, including quarterly and annual reports, to the Small Business Administration (SBA), US Department of the Treasury (UST), Colorado Office of the State Controller (OSC), and other agencies in partnership with State Accounting Personnel
+ Assist the Sr. Fiscal Manager respond to internal and external audit requests and financial examinations, including Federal examinations (e.g., SBA, UST) and State reviews
+ Collaborate with the Sr. Fiscal Manager and OEDIT Accounting Personnel for monthly and/or quarterly ARPA/SLFRF reporting to State representatives
+ Work with the Sr. Fiscal Manager to ensure the SBDC Lead Center and service centers adhere to Federal and State policies and regulations
+ Assist the Sr. Fiscal Manager monitor changes to Federal and State requirements and regulations to ensure the SBDC Network remains in compliance with standards, including ARPA/SLFRF requirements
+ Assist the Sr. Fiscal Manager to develop, update, and present fiscal management and compliance training for the SBDC Network based on applicable State and Federal guidelines/regulations and best practices, including ARPA/SLFRF program requirements
+ Assist the Sr. Fiscal Manager with conducting financial reviews (audits) at SBDC service centers to ensure compliance with State and Federal guidelines/regulations, including ARPA/SLFRF requirements
+ In cooperation with the Sr. Fiscal Manager, maintain relationships with all 14 service centers, host contacts, program staff, and SBA key contacts, providing support and resources as needed
+ Work with SBDC Lead Center team to manage economic impact data tracking, benchmarking, and reporting
+ Assist SBDC State Director and Sr. Fiscal Manager with time sensitive projects
+ Provide procurement support for purchases for the Business Support Division offices (CBO, EOO, MBO, SBDC)
+ Act as a liaison to the OEDIT Operations Team (procurement, budget, accounting personnel) on behalf of the CBO, EOO, and MBO
+ Analyze grant notices, manage sponsored project expenditures, and develop or edit financial forecasts for Business Support Division programming, as assigned
+ Provide quarterly or monthly financial reports to Business Support Office directors with budget recommendations and potential issue assessments
+ Collaborate with Business Support team members to vet and manage new program opportunities
+ Forecast and reconcile complex program and project budgets including preparing annual cost studies and financial projections
+ Support the activation and oversight of standardized invoicing system for accurate reporting and timely payment processing

Education / Experience

+ Bachelor’s degree in a relevant field preferred (e.g., business, accounting, finance). Related occupational experience or a combination of education and relevant experience will substitute for the degree requirement on a year-for-year basis.
+ Demonstrated acumen and excitement to work at the convergence of public sectors at the local, state, and federal levels supporting private sector businesses
+ Experience with training, project management, change management, process improvement, and/or establishing internal controls is preferred

Supplemental Information
Salary Range: $65,000 - $75,000 Annually
This position is considered non-classified, which means the position is not part of the Colorado State Personnel System. Therefore, the individual appointed to this position is considered at-will, and is not covered by the State Personnel Rules or the State Classification System. However, this position does come with the same benefits (retirement, insurance, etc.) as every other State employee, and with the same opportunities, pride and passion that comes with working for the great State of Colorado. Even though employment is at-will, non-classified positions have protections against discrimination and retaliation in state and federal employment laws. “At-will” employment means that either the employee or the State may terminate the employment relationship at any time for any reason or no reason, with or without notice or cause, as long as no federal or state law is violated.
A wide salary range is posted for this position and any job offer is based upon a salary analysis to comply with the Colorado Equal Pay for Equal Work Act. The salary analysis considers relevant experience, education, certifications, and state seniority as compared to others doing substantially similar work. While all offers are compliant with the Colorado Equal Pay for Equal Work Act, there is no guarantee an offer will be at the top of the posted range based on the salary analysis.
