Financial Specialist - DIRECT HIRE
Summary This position is in the Finance Office, within the Administrative and Operations Branch, Federal Lands Highway Division. The position monitors, coordinates and maintains activities of a major segment of the financial system. This includes monitoring, tracking and reconciliation of funds; preparation of financial reports; protecting the integrity of the financial system and developing and implementing procedural changes to present operations. Responsibilities As a Financial Specialist, you will: Develop and issues numerous recurring and special reports on financial issues related to the Federal Lands Highway Division (FLHD). Develops status information on obligations, effects of non-budgeted expenditures, and recommends appropriate action. Act as a technical resource on FHWA procedures and guidance on Federal laws, regulations, Executive Orders, and directives related to finance considerations applicable to FLHD. Participate from a financial perspective in a variety of financial, accounting, auditing and management information system improvement committees and teams related to FLHD organization. Collect, reviews, and analyzes financial data from the official accounting system. Prepares various complex financial reports, analysis, and other technical material. Advises the Financial Manager of any unusual or complex issues and provides recommendations, viable options and/or solutions. The ideal candidate is an experienced and highly motivated person looking to expand their knowledge and experience in governmental finance, budgets, and information control systems. Exceptional analytical and attention to detail skills. Has the highest level of effective communication with all levels of the agency. Qualifications To meet the minimum qualifications for this position, you must (1) meet the Education Requirement for the series, (2) provide a copy of transcripts for verification, and (3) meet either the education or experience qualifications for the grade at which you are requesting consideration. To qualify for the GS-09 on Experience, you must have at least one year of experience equal or equivalent to the GS-07 it must include: Experience organizing, analyzing, and interpreting numerical or financial data; AND Experience of generally accepted accounting principles, financial and accounting theories, practices, methods, and techniques to accomplish a variety of financial assignments. To qualify for the GS-09 on Education alone, you must have 2 years of progressively higher-level graduate education leading to a master's degree or have been awarded a master's or equivalent graduate degree. You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts, provided with your application. Technical Credibility - Understands and appropriately applies principles, procedures, requirements, regulations, and policies related to specialized expertise. Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
