Financial Systems Analyst
Summary The position is located in the Executive Office of the President (EOP), Office of Administration (OA), Office of the Chief Financial Officer (OCFO), Financial Systems Division. Incumbent serves as an expert systems technical advisor to senior management in the EOP regarding highly complex financial systems matters. Works closely with all OCFO Division Chiefs and financial experts in other EOP components to solve complex technical systems issues. Responsibilities As a Financial Systems Analyst, GS-0501-12, your typical work assignments may include the following: Manages financial system configurations including user setups, accounting data setups, payroll setups, and certain accounting service requests. Develops and maintains new and existing standard operating procedures and business processes for user management and financial system configurations as policies, guidance, and government-wide mandates change. Develops, documents, and provides system and process training to EOP Component staff. Advise leadership and EOP Component staff on routine to complex organizational and system issues and business scenarios. Assists with annual financial audit, including physical observation of capital assets and accountable assets to ensure proper recording and depreciation of capital assets. Provides administrative support to the OCFO for actions such as supplies orders and other administrative tasks as needed. Requirements Conditions of Employment Qualifications MINIMUM QUALIFICATIONS REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the Office of Personnel Management Qualification Standards. TIME-IN-GRADE REQUIREMENTS: Applicants possess one full year (52 weeks) of specialized experience at or equivalent to the next lower grade level or pay band in Federal service or equivalent experience in the private or public sector. SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector. ALL QUALIFICATIONS MUST BE MET BY THE CLOSING DATE OF THIS ANNOUNCEMENT. You may qualify at the GS-12 level, if you meet the following minimum qualification requirement: One year of specialized experience equivalent to the GS-11 grade level in the Federal service or equivalent experience in the private sector which includes: 1) Familiarity federal financial systems and processes such as: procurement, vendor payments, inter-agency agreements, employee travel, payroll, or government purchase card programs; 2) Developing and delivering oral and written communications regarding financial programs; 3) Assisting with creating and maintaining standard operating procedures. A combination of experience and education. (Combinations of successfully completed education and experience may be used to meet total qualification requirements as specified above. The total percentages must equal at least 100 percent to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades below GS-9 and GS-11.) Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education There is no education substitution for this position.
