This position is located at Bureau of The Fiscal Service, Wholesale Securities Services (WSS), Division of Financing Operations, Branch as assigned. As a Financial Systems Analyst, you will support and implement the Department of the Treasury's (Treasury) debt issuance policy to address the U.S. Government's financing needs. Responsibilities The following are the duties of this position at the GS-12. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties and will receive training to help you grow in this position. As a Financial Systems Analyst, you will: Coordinate with Treasury's Office of Debt Management and Office of Fiscal Projections in order to prepare official auction offering announcements. Work with the Federal Reserve System to issue recently auctioned Treasury securities to auction participants through the electronic commercial book-entry system. Review all bids for compliance with auction rules. Investigate auction violations to identify facts and recommends action to auction supervisor. Serve as a mentor in one or more areas essential to the office's tasks and mission. Requirements Conditions of Employment A one-year probationary period may be required. Must successfully complete a background investigation. Periodic reinvestigation is required no later than five years after selection and at least every succeeding five years. Public Trust - Background Investigation will be required. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. The successful candidate will also be enrolled into FBI's Rap Back service, which will allow Treasury to receive notification from the FBI of criminal matters (e.g., arrests, charges, convictions) involving enrolled individuals in near real-time. Specialized Experience: Specialized experience for the GS-12 is defined as one year of experience at the GS-11 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience includes providing project support, performing financial and technical analysis in order to identify issues and provide recommendations for improvement of systems, programs or processes. Examples of such experience could include: - Analyzing and developing project plans; OR - Performing automated system testing; OR - Defining and writing system requirements and test scripts; OR - Identifying and resolving issues and problems; OR - Supporting automated system development and design. Specialized Experience: For the GS-11, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes: - Experience conveying technical information to an operation staff in an automated environment; OR - Experience conducting software or application testing and documenting findings. OR You may substitute education for specialized experience as follows: - Ph.D. or equivalent doctoral degree, OR - 3 full years of progressively higher-level graduate education leading to such a degree, OR - LL.M., if related. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 36 semester hours (54 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-09, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes: - Experience applying analytical techniques to identify or resolve operational issues or problems; AND - Experience presenting findings, verbally and in writing, to varied audiences, exchanging ideas, and presenting recommendations; AND - Experience automating processes with spreadsheets. OR you may substitute education for specialized experience as follows: - Master's degree or equivalent, OR - 2 full years of progressively higher-level graduate education leading to such a degree, OR - LL.B. or J.D., if related. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. Only graduate level education in excess of the first 18 semester hours (27 quarter hours) may be combined to be considered for qualifying education. Specialized Experience: For the GS-07, You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. You must meet the specialized experience requirement for this position. Specialized experience for this position includes ALL of the following: - Applying and following rules, and regulations, and procedures in order to convey financial and technical information to customers; AND - Communicating verbally and in writing in order to make recommendations or provide instruction; AND - Experience using and navigating among multiple systems and applications concurrently. OR You may substitute education for specialized experience as follows: 1 full year of graduate level education. OR a Bachelor's degree with one of the following requirements for superior academic achievement: A GPA of 3.0 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.5 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies. OR You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent.
